With a commitment to excellence and a passion for innovation, Lynker leverages cutting-edge technologies and scientific expertise to support the creation and delivery of improved operational weather forecasts.</p><p> </p><p>As part of our ongoing growth and expansion, we are seeking a dynamic and experienced Communications/Outreach Team Lead to support the National Oceanic and Atmospheric Administration's (NOAA) National Data Buoy Center (NDBC).</p><p> </p><p><strong><u>This position is contingent on contract award.</u></strong></p><br /><br /><b>Responsibilities</b><br /><br /><p><strong>Core responsibilities of the Communications/Outreach Team Lead will include, but are not limited to:</strong></p><ul><li><p>Develop and prepare a wide range of products including narrative, talking points, photos, presentations and video for dissemination to the public (via social media, the NDBC website, print or other means) and to media to increase interest in and understanding of the NDBC mission and operations. Areas to highlight include but are not limited to:</p><ul><li><p>Notable buoy/system observations (storms, interesting camera images, etc.)</p></li><li><p>Buoy/system service mission highlights, accomplishments, progress, etc.</p></li><li><p>NDBC events, achievements, participation at conferences, etc.</p></li><li><p>Visitors to NDBC (VIP, students, other organizations, etc.).</p></li></ul></li></ul><ul><li><p>Seek out and coordinate NDBC participation in public outreach events. Design/produce/procure outreach/takeaway materials such as brochures, videos, social media posts/stories, giveaways, and webinars.</p></li><li><p>Liaison with the NOAA/National Weather Service Communications Offices on a regular basis to coordinate efforts, identify/support outreach opportunities, and/or develop NDBC activities for broadcast at the NWS or NOAA level.</p></li><li><p>Participate in Public Affairs/Outreach network groups to include, but not limited to, the NASA Stennis Space Center Public Affairs Officer Consortium.</p></li><li><p>Identify conferences and symposia for NDBC attendance and presentation (as appropriate) and coordinate attendance/participation, abstract submissions, and booth content/logistics/manning. Support NOAA Stennis and NDBC efforts to prepare for co-hosting the Oceans 2023 Conference in Biloxi in September 2023.</p></li><li><p>Design a conference display and other conference materials that provide an overview of NDBC's capabilities and tells a compelling story.</p></li><li><p>Develop, implement, and administer a comprehensive NDBC Social Media engagement program that will highlight NDBC activities of interest to the public/broadcast activities. Expected frequency of posting to/monitoring of NDBC's social media platforms is several times each week.</p></li><li><p>Analyze and produce regular internal reports on social and traditional media landscape, key themes and audiences, sentiment/trends, media outlets, and other key factors.</p></li><li><p>Coordinate, arrange and conduct site visits/tours of the NDBC site at Stennis Space Center. Anticipate approximately 40-50 tours/visits annually.</p></li><li><p>Develop relationships with reporters and media outlets.</p><ul><li><p>Prepare, staff, and distribute press releases.</p></li><li><p>Develop, implement, and participate in all details of press events to include addressing inquiries from the media and other parties.</p></li><li><p>Conduct on camera and phone interviews with media as needed.</p></li><li><p>Advise, coach, and prepare leadership and NDBC subject matter experts for media interviews.</p></li></ul></li></ul><ul><li><p>Lead others on the NDBC Team in a collaborative environment (across NDBC operations, engineering, IT, data management, science applications and mission control, graphic arts, technical writing, etc).</p></li><li><p>Establish a relationship with the Corporate Amentum Marketing Department for support as needed.</p></li><li><p>Develop, produce and publish the quarterly NDBC newsletter, annual report, and other publications.</p></li><li><p>Standardize, proofread and edit content developed by NDBC team members to ensure consistency in product and message.</p></li><li><p>Monitor daily for NDBC website comments, questions, and feedback from users.
