General Engineer/Architect (Senior Project Management)

Summary
This position is located in the Architect of the Capitol (AOC), Office of the Chief Security Officer (OCSO), Assistant Director, Security Infrastructure Division. The Senior Project Manager serves as a General Engineer Architect providing expertise, coordination, direction and oversight of major large complex design and construction projects. Coordinates the work of project managers assigned to related projects. The duration of projects is typically five years or more.

Duties

As a Senior Project Manager, directs manages large, multi-purpose, multiple-phase projects. Accomplishes varied and complex project management duties in participation with project teams and makes decisions affecting areas of responsibility.
PROJECT MANAGEMENT

• Reviews or directs the review of design documents and studies for projects of significant size and complexity for accuracy and technical competency.
• Directs and manages significant elements or phases of projects through the construction documentation, equipment installation, checkout and delivery. Applies an expert knowledge of design methods, business practices, and standards. Resolves unusual demands caused by extraordinary urgency, public interest, funding constraints, and environmental requirements.
• Leads and manages significant phases of projects supporting major Jurisdiction-wide renovation and construction projects. Plans, guides, and coordinates the work of subordinate and matrixed resources engaged in accomplishing project objectives. Performs periodic review and analysis to assess status and progress toward meeting project goals. Analyzes all engineering elements for near- and long-term special projects. Evaluates implementation of new systems and technological capabilities.
• Provides advice in pre-bid and pre-construction conferences regarding construction methods and equipment.
• Works with subordinate project managers to ensure arrangements are in place to ensure timely and effective access to worksites by contractors.

CONSULANT/CONTRACTOR OVERSIGHT

• Serves as Contracting Officer's Technical Representative (COTR).
• During project performance, assists contractors in interpreting technical requirements; recommends changes in contract terms to the Contracting Officer; monitors and evaluates contractor performance; reviews contractor invoices; recommends corrective actions; and inspects and accepts contract deliverables.
• Authority over the use of resources and efforts related to the implementation of design and construction projects and exercises specified contracting officer representative authority for execution and administration of professional and single-source services contracts.
• Recommends action in cases of construction and design deficiencies.

PROBLEM RESOLUTION

• Oversees and monitors construction operations to identify unforeseen problems.
• Coordinates with design consultants, project managers, contractors, and Jurisdiction officials to maintain progress toward project completion.

TECHNICAL ADVICE AND GUIDANCE

• Provides guidance, technical advice and consultation on project administration. Conducts studies to develop criteria for situations encountered during field inspections.
• Provides leadership and/or participates in program or project development teams that represent private, public, and government interests.

Responsible for thoroughly understanding and ensuring compliance with applicable AOC and Occupational Safety and Health Administration (OSHA) safety rules and regulations. Efforts ensure that work progresses in a safe manner and takes corrective actions to mitigate unsafe conditions. Ensures that Job Hazard Analysis' are developed and followed and that required Personal Protective Equipment (PPE) is utilized.

In addition to meeting the basic education requirement for an Engineer or Architect, you resume must clearly demonstrate the required specialized experience as described below.
Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year (52 weeks) of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
To qualify at the GS-14 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis:

• Serving as a Contracting Officer's Technical Representative (COTR) or equivalent.
• Performing design and development, technical reviews, quality control and project management on security infrastructure projects from planning and programming through construction;
• Providing technical advice and recommendations on construction projects, staff, and resources, including costs, design and contract and development management; and
• Using security concepts, principles, and practices for large projects with a broader set of security responsibilities from the planning/programming.

*Professional registration as a planner American Institute of Certified Planners (AICP), Architect, Landscape Architect or Licensed (PE) engineer and Leadership in Energy and Environmental Design (LEED) accredited professional is highly desired but recommended.*
Education
In addition to meeting the specialized experience requirements for this position, applicants must possess the following:
Education Required for Engineers:
1. Bachelor's degree in professional engineering: To be creditable, the program must: (1) be in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: statics, dynamics;(a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

2. Combination of education and experience: College-level education, training, and/or technical experience that furnished: (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

• Professional registration or licensure: Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
• Written Test: Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
• Specified academic courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
• Related curriculum: Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.

Bachelor's Degree in architecture ; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.

In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture.
