The Road Services Division, Engineering Section, Bridge Unit, is currently recruiting for a self-motivated, team-oriented Senior Engineer (Engineer III) to lead a team of project support and design engineers assigned to various Capital Improvement Program (CIP) projects . The projects may include large complex bridge replacement, rehabilitation, repair, painting, load upgrades or retrofit and seawall/retaining wall projects. JOB DUTIES
Applying equity, racial, and social justice principles is a daily responsibility and a foundational expectation for all King County employees. In this role, you will apply equity and s ocial justice principles that exemplify shared values, behaviors, and practices to all aspects of the work.
  • Work collaboratively with a multi-discipline team by leading projects from concept development through the successful design, construction, and close-out of bridge and other capital improvement projects , developing alternatives; formulating clear recommendations with cost effective consideration for management; and directing team communication, goals, and efforts.
  • Develop, coordinate, monitor, and manage the CIP projects scope, schedule, and budget including change management .
  • Develop, review, and provide quality control on civil plans, specifications, engineering estimates, project schedule, and right of way plans and legal descriptions / exhibits for bridge, retaining wall, and/or other capital improvement projects . Prepare written reports or technical memos to discuss and address the findings and recommendations.
  • Successfully communicate and facilitate resolution of difficult issues to team members, other division staff, consultants, management, agencies , and the public .
  • Prepare and make presentations to county staff, outside State and City agencies, utility companies/agencies, community groups, and the general public on CIP projects.
  • Perform bridge inspection as lead inspector or co-inspector by recognizing bridge deficiencies and identifying/ preparing cost-effective repair recommendations for structure deficiencies and prepare bridge inspection reports through BridgeWorks program.
  • Work with environmental team to analyze, interpret, and apply federal, state, and local laws and department policies to ensure project compliance with SEPA / NEPA environmental review , technical studies, permit/approval requirements, and complex engineering plans and specifications standards.
  • Negotiate and administer consultant contracts with developing project scope of work, independent cost estimate, level of effort, contract schedule, and request for qualifications/request for proposals.

EXPERIENCE, QUALIFICATIONS, KNOWLEDGE, SKILLS
Minimum qualifications:
  • Bachelor's degree in civil engineering (BSCE) or a closely related field, along with extensive experience or an equivalent combination of education and experience that demonstrates a strong understanding of engineering principles , particularly in structural design and civil engineering .
  • Ability to effectively lead a team that contributes to a work environment that embraces and encourages diversity in its workforce and where differences are valued .
  • Expertise in preparing, negotiating, and administering consultant contracts , with a proven track record in managing projects, including scope preparation, budget oversight, and schedule monitoring.
  • Proficient in preparing written reports or technical memos for projects with experience in developing road, bridge, and drainage design plans, specifications, engineering estimates, and schedule.
  • Proficiency with Microsoft Office products , including Outlook, Word, Excel, Project, Access, PowerPoint; Bluebeam Revu; and AutoCAD.
  • Skill in responding to outside agency and citizen inquiries and working with interest groups. Proficient oral and written communication skills.
  • Ability to establish priority of projects and project tasks and shifting priorities.
  • Ability to coordinate and facilitate productive meetings among employees, citizens, agencies, and other interest groups.
DESIRED QUALIFICATIONS:
  • Bridge Inspector Lead Certification.
  • Knowledge of National Bridge Inspection Standards (NBIS) and in the use of the Washington State Bridge Inventory System (WSBIS) coding procedures.
REQUIREMENTS:
  • Valid Washington State Driver's License.
  • Valid Washington Professional Engineer (PE) License or be able to obtain it within six months of employment.

WORK SCHEDULE:
The work week is normally Monday through Friday, 8.00 a.m. to 5:00 p.m., but may at times require work outside of normal business hours. This position is Non-Exempt from the provisions of the Fair Labor Standard Act and is eligible for overtime pay, with prior supervisor approval.

EMERGENCY DESIGNATION STATUS: This position has been designated ( Non-Mission Critical ) - Employees who staff county functions or services that may be delayed, suspended, or diverted in an emergency while essential functions are prioritized Mission Critical.

TELEWORKING REQUIREMENT
This is a hybrid position. The work associated with this position will be performed by teleworking, onsite work and meetings as needed. The responsibilities of this position will include regular and ongoing in-office work.
Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours.
