With a commitment to excellence and a passion for innovation, Lynker leverages cutting-edge technologies and scientific expertise to support the creation and delivery of improved operational weather forecasts.</p><p> </p><p>As part of our ongoing growth and expansion, we are seeking a dynamic and experienced Resources Lead to support the National Oceanic and Atmospheric Administration's (NOAA) National Data Buoy Center (NDBC).</p><p> </p><p><strong><u>This position is contingent on contract award.</u></strong></p><br /><br /><b>Responsibilities</b><br /><br /><p><strong>Core responsibilities of the Resources Manager will include, but are not limited to:</strong></p><ul><li><p>Interface with internal functional teams and external customers for planning, prioritization, and issue resolution of overall activities in the support of and achievement of customer goals</p></li><li><p>Interact and support customers through the application of specific program knowledge in the execution of program management tasks</p></li><li><p>Supervise, manage the tasking, support and provide guidance, and evaluate the performance of the Facility, Logistics, Finance, and Communications Leads and other team members, including the Technical Writer, Graphics Artist, and Administrative Assistant supporting various NDBC departments and functions to ensure contract/corporate tasking is being met</p></li><li><p>Conduct financial forecasting/reviews, contract modification reviews, and subcontractor interface</p></li><li><p>Coordinate and maintain program documentation with internal and external teams, including plans, schedules, briefings, reports correspondence, contracts/contract modifications, technical instructions/procedures and/or related material</p></li><li><p>Create and maintain master files/schedules related to program history, execution, and status for the life of the program (inception to disposal)</p></li><li><p>Responsible for drafting, reviewing, and submitting of Contractor Documentation Requirements List (CDRL’s) and understanding the Data Item Descriptions associated with each CDRL</p></li><li><p>Review, evaluate and provide assessments of technical and non-technical program reports; research specific areas and prepare findings</p></li><li><p>Provide oversight for a variety of program functions supporting the Program Manager</p></li><li><p>Coordinate and execute the annual NDBC Intern program</p></li><li><p>Participate in contract proposal efforts and other related activities, past performance requests, etc</p></li><li><p>Work closely with the NDBC Government Resources Branch Chief to ensure all requirements are understood and met</p></li><li><p>Perform all other position related duties as assigned or requested</p></li></ul><br /><br /><b>Qualifications</b><br /><br /><p><strong>Requirements of the Resources Manager:</strong></p><ul><li><p>Bachelor’s Degree or higher and 2 years job related experience.</p></li><li><p>The above experience should demonstrate the ability to deliver products under conditions of high operational tempo, frequently adjusting priorities and flux in requirements, on time and within budget.
