Ensures PNM is well positioned to compete on a national level to attract new business and industry to New Mexico and PNM service territory. Providing economic development research analyses in support of efforts to attract and retain customers for the purpose of increasing rate base and electric throughput. Includes developing preliminary engineering and pricing plans in conjunction with internal stakeholders.<br /><br />ESSENTIAL DUTIES AND RESPONSIBILITIES:<br /><br />Mobilizes and coordinates activities to develop preliminary engineering and service plans for major companies with >1MW to create customized project proposals and major expansions for existing customers<br /><br />Analyzes tariff options, obtains pricing quote and recommends tariff<br /><br />Performs analysis to ascertain Economic Development Rider (EDR) eligibility and guides application process with customer and local regulating entities<br /><br />Prepares service agreement and assists in final contract negotiation liaising with Legal and Regulatory<br /><br />Assesses national and regional changes in socio-economic and business trends affecting business attraction and retention<br /><br />Analyzes load forecasting of prospective and existing C&I customers<br /><br />Conducts detailed real estate site searches<br /><br />Assists in compiling proposals and customized solutions for prospects and economic development organizations<br /><br />Maintains demographic, socio-economic, and land databases including site ready zones and substation capacity availability lists<br /><br />Supports Account Management to provide customer research and guidance for expansion projects; responds to requests for proposals<br /><br />Develops and maintains project plans for major projects and maintains Economic Development dashboard<br /><br />COMPETENCIES: <br /><br />In-depth working knowledge of sales and marketing practices, market research, promotion techniques including public relations and advertising, electric pricing, service extension policies and procedures, technical services and products, energy efficiency technologies, and power quality issues and programs<br /><br />Good general knowledge about New Mexico and its communities; broad contacts and experience working with New Mexico business, civic and governmental representatives; a general understanding of governmental and regulatory procedures, a broad understanding of a wide range of business issues, and sound sales talent<br /><br />Efficiently manages and follows through on multiple requests from all levels of the organization<br /><br />Demonstrated ability to build, lead and motivate internal and external project teams, including members from other departments, to assist in meeting economic development objectives<br /><br />High-level of judgment on broad range of issues, creativity, strong problem solving skills, ability to formulate viable options to address both client and project objectives, and ability to make persuasive sales presentations and address competitive offerings<br /><br />Strong written and oral communication skills and experience with particular emphasis in areas of developing sales, advertising and public relations materials. Effective writing and presentation skills are a must<br /><br />QUALIFICATIONS <br /><br />MINIMUM EDUCATION AND/OR EXPERIENCE: <br /><br />Bachelor's degree from a four year college or university focused in business, engineering with five to seven years of related experience, or equivalent combination of education and or experience related to the discipline.<br /><br />Preferred: Economic/Business Development, Marketing or Customer Management degree.<br /><br />CERTIFICATES, LICENSES, REGISTRATIONS:<br /><br />Must possess a current, legally valid driver's license and meet the company's driving record requirements.<br /><br />COMMUNICATION SKILLS:<br /> <br />Ability to read and interpret documents<br /><br />Ability to write routine reports and correspondence<br /><br />Ability to speak effectively before groups of customers or employees of organization<br /><br />Ability to present data in formats prompting sound decision-making<br /><br />MATHEMATICAL SKILLS:<br /> <br />Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume<br /><br />Ability to apply concepts of basic algebra and geometry<br /><br />Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations<br /><br />COMPUTER SKILLS: <br /><br />Working knowledge of database software, inventory software, spreadsheet, and word processing software<br /><br />ANALYSIS AND PROBLEM-SOLVING ABILITY: <br /><br />Ability to work with businesses to analyze information needed to assist in making sound location decisions as well as expansion of existing facilities. Assist in the site selection process, identifying potential properties within PNM's territory based on specific real estate criteria and capacity planning. Assist with critical community and customer issues. Works to ensure that the expansion and new development process is cost and time effective.<br /><br />DECISION MAKING: <br /><br />This is an individual contributor position that works independently with only general direction, relying on knowledge skills and judgment acquired through education and relevant experience to plan and accomplish assigned tasks and goals. Position requires routine interaction with key internal (e.g., executives, directors, managers, and staff) and external stakeholders (e.g., site location consultants, commercial brokers and ED organizations).<br /><br />PHYSICAL DEMANDS: <br /><br />While performing the duties of this job, the employee is regularly required to sit up to 2/3 of the time.
