VISTA Technology Services, Inc. (VISTA) is seeking a Management Analyst to support a NAVSEA Program Office.

This is a hybrid position reporting onsite in Washington, D.C. up to 3 days/week.

Responsibilities: Deliver program management, acquisition, financial analysis, and logistics support to a NAVSEA Program Office. Work in a team environment to meet client challenges, provide critical thinking and analysis. Build and maintain essential relationships with direct clients and supporting commands.

Additional Qualifications/Responsibilities

Basic Qualifications:

Bachelor's Degree AND 5 years of program, acquisition, financial analysis, budget and/or logistics experience in support of DoD programs/projects OR 8 years of comparable experience will be considered in lieu of a degree Experience with program and financial management of federal government and DoD programs Experience with DoD Planning, Programming, Budgeting & Execution Process (PPBE) process Experience with consulting and technical advisement Ability to identify, conduct in-depth research, communicate, and propose resolutions to issues Proficient with Microsoft Suite (Word, Excel, PowerPoint, SharePoint & Outlook) Strong organizational skills helping clients manage, track, and report program status Strong written, editorial, and presentation skills, including preparation and delivery of executive-level briefings and reports Active DoD Secret Security Clearance Desired Qualifications:

Experience with DoD Acquisition or Navy Program Management Offices Knowledge of DoD Instruction 5000 series, Adaptive Acquisition Framework, DoD Financial Management Regulation Experience with Microsoft Project This position will be subject to a government security investigation and must meet eligibility requirements for access to classified information.
