SUMMARY:

Responsible for assisting in the operations management and strategic growth of the assigned services: Cancer Institute at Pioneers Hospital (CIPH) and Rural Health Clinics. Oversees day to day service operations and assists with patient satisfaction, employee engagement, physician relations, budgeting, revenue and cost management, quality, performance improvement, marketing and human resources management.


ESSENTIAL FUNCTIONS:

1. Provides day to day management and oversight for the assigned outpatient service(s) and related continuum of care efforts to maximize patient satisfaction and quality outcomes.


2. Works collaboratively with the site Medical Provider(s) to implement, maintain and monitor appropriate internal processes for the provision of patient care including assessments, histories, evaluations, and examination of patients.


3. Ensures department staff has the necessary competency and licensure required for the proper administration of medications and therapies with consideration for potential side effects, indications for use, proper dose, and calculation of chemotherapy medication(s).


4. Ensures timely, accurate and compliant documentation in the patient record and input of data into outcomes database (if applicable and/or required by regulations). This includes the recording of administered medications accurately as required by chemotherapy/infusion guidelines and oncology nursing standards.


5. Ensures proper use of the department EMR (electronic medical record) and coordinates to ensure ongoing EMR education and integration of improved program functionality.


6. Collaborates with the program Medical Directors, Chief of Clinic Operations, Chief Nursing Officer, and Clinic Director in developing and implementing customized policies, procedures and clinical practice guidelines to ensure proper department operations.


7. Continuously analyzes departmental trends (clinical & financial) as necessary to develop/implement best practices and operational changes to improve outcomes. Provides monthly reporting to the Chief of Clinic Operations and Clinic Director.


8. Manages and/or coordinates all aspects of the program(s) revenue cycle including scheduling, registration, treatment authorization, documentation, coding, charge entry, billing (technical and professional (as applicable)), collections and denial processes. Works closely with the PMHD Patient Accounting department and Professional Billing service(s) (as applicable) in auditing and reconciliation as necessary to ensure accuracy.


9. Works with the Public & Provider Relations departments in developing, implementing, and consistently executing marketing, community & physician education efforts to further the growth of the program(s).


10. Assists with Human Resources including employee engagement, conflict resolution, and adherence to policies, staff development and staffing with the correct level of competent employees. Establishes performance expectations, provides regular feedback, and consistently manages these expectations. Completes performance appraisals and ensures staff compliance with annual requirements in a timely basis.


11. Effectively manages Provider Satisfaction within the assigned services(s), focusing on communication, integration, and collaboration.


12. Collaborates with the department staff and Medical Director to develop, implement, and manage a departmental Performance Improvement Program (PIP) in accordance with hospital requirements. Submits timely quarterly and annual reports as requested by the hospital’s Quality department.


13. Maintains the assigned outpatient service(s) in a state of continuous accreditation and survey readiness; actively working to ensure staff understanding and participation in such efforts.


14. Works with the Chief of Clinic Operations and Clinic Director to identify and develop the objectives for the department, seeking alignment with the overall hospital strategic goals, and manages the program to achieve those goals.


15. Organizes and conducts monthly staff meetings; submits minutes to the Chief of Clinic Operations and Director of Clinics within four weeks of meeting.


16. Develops and maintains policies, procedures, and competencies in accordance with the RHC regulations and standards.


17. Maintains and demonstrates professional skills through self- development/continuing education relevant to the clinical areas and Rural Health.


OTHER RESPONSIBILITIES:

1. Maintains a continuous and collaborative working relationship with the Chief Nursing Officer.

2. Works collaboratively with other hospital departments to improve overall department operations. Such departments include but are not limited to: Pharmacy, Laboratory, Radiology, Materials Management & Nursing Administration.

3. Effective verbal and written communication skills.

4. Maintains excellent communications with the site Medical Director and other providers.

5. Actively participates in hospital Leadership Council and management meetings as required.

6. Performs other duties as assigned.


SUPERVISORY RESPONSIBILITIES:

The position will supervise department staff required to successfully provide the department service as outlined in the scope of service, collaborating with the Chief Nursing Officer for clinically based staff and the Chief of Clinic Operations.


EDUCATION, KNOWLEDGE, SKILLS, ABILITIES, AND EXPERIENCE:

• Bachelor’s Degree: Business Administration, Nursing or another related field

• Master’s degree: Business Administration, Health Care, Nursing or other related Field within 3 years.

• Three to five years related clinic/office/program management experience and/or training; or equivalent combination of education and experience preferred.

• Minimum three years of Oncology Nursing or Oncology Office Management

• Ability to interpret an extensive variety of technical variables and generate logical and analytical solutions.

• Analytical skill sufficient to prepare and effectively present program trend and operational data elements.


LICENSES AND CERTIFICATIONS:

1. Current licensure to practice Registered Nursing in the State of California.

2. Current CPR

3. Credentialed in Specialty of Nursing (ONS) Preferred.

4. Demonstrated clinical competence and leadership skills.

5. Demonstrated ability to present self in a positive and professional manner.

6. Familiarity with the basic nursing performance standards as outlined in the California Nurse Practice Act.

7. Knowledge of hospital and nursing policy and the interdepartmental functions of the other patient care service areas with the facility.

PHYSICAL REQUIREMENTS:

1. Manual dexterity with fine motor ability to operate and handle equipment used in the department.

2. Ability to hear the spoken word, auscultate physical assessment skills and monitor alarms.

3. Ability to see written type.

4. Ability to stand for up to several hours at a time.

5. Ability to climb stairs.

6. Must be able to lift 25 pounds and able to perform tasks of lifting, turning, and transferring patients.

7. Sits, stands, bends, lifts, and moves intermittently during working hours.
