The City of Paso Robles is excited to announce the recruitment for a Deputy Building Official in the The Building Division administers the plan review, permitting, and inspection processes for construction projects, and works collaboratively to provide support to other City departments. The Deputy Building Official will play a pivotal role in providing direct supervision and support to inspection staff and contract services related to the construction of a significant number of new housing units. The successful candidate will be calm, strategic, and creative in their work; thrive in a fast-paced team-oriented environment; and be customer service orientated.

The City understands the importance of business development and works hard to attract commerce in a diverse array of industries. The economic outlook for Paso Robles continues to be strong. The housing market is robust and offers a wide array of housing choices including new neighborhoods, houses with acreage, infill, and charming Victorian homes, with a median home price of about $634,500. Paso Robles also has excellent schools, both public and private. Approximately half an hour away is the nationally ranked Cal Poly State University in San Luis Obispo, and within the city of Paso Robles is Cuesta College, North County Campus.

The Organization

The City was incorporated in 1889 as a general law City that operates under the Council-Manager form of government with a general population of 31,176 as of January 1, 2022. The governing body consists of a five-member City Council and, beginning in 2020, the City is now divided into four voting districts, each district represented by one City Councilmember residing in that district; the Mayor's position remains at-large. The voters also elect one City Treasurer at-large. All six elected positions are non-partisan. The City Manager, appointed by the City Council, is the Chief Executive Officer, and is empowered to appoint all non-elected employees, except for the City Attorney.

The City has a total annual budget of $173 million for fiscal year 2023/2024, and a total of 295.44 FTEs across the departments of: Administrative Services, City Manager's Office, Community Development, Community Services, Fire and Emergency Services, Police, Public Works, and Utilities. Typical Duties

Conducts and oversees inspections Ensures the City's Building Division achieves and maintains compliance with established laws, codes, ordinances, regulations, policies, and procedures adopted by the City or as mandated by other government agencies Organizes, directs, and participates in operations and activities related to permit processing, plan review, issuing building permits, and inspecting and evaluating City construction plans and sites; issues correction notices when a structure is not in conformance with applicable requirements Confers with and provides information and assistance to architects, contractors, builders, and the general public in the field and office Collaborates with the Building Division leadership team, inspection personnel, and outside agencies in the development and implementation of permit, plan review, and site inspection programs, systems, procedures, goals, and objectives Responds to difficult and sensitive public inquiries and complaints and assists with resolutions and alternative recommendations Supervises, mentors, trains, and evaluates assigned staff in work procedures; provides policy guidance and interpretation; and authorizes discipline as required Promotes the City's Economic Development Strategy by facilitating public and private involvement in the plan review and inspection processes; may serve on teams and/or committees associated with project development Confers with and represents the department and the City in meetings with members of the City Council, members of boards and commissions, various governmental agencies, developers, contractors, business and industrial groups, and the public Works toward continuous improvement of the plan review and inspection process as necessary to provide consistency with the codes adopted by the City; monitors and assesses Building Division operations activities for effectiveness and operational efficiency Coordinates the processing of existing permits in response to expiration dates and compliance progress; oversees the maintenance of automated records and generating of computerized reports related to permit, plan review, and site inspection functions

Education and Experience

Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be equivalent to graduation from a four-year college or university with major coursework in a related field and six years of increasingly responsible professional experience in a related field that includes a minimum of two years in a managerial role.

Additional experience may be substituted on a year-for-year basis for the educational requirement up to a maximum of two years.

Licenses and Certifications

Must possess a valid California Class C driver license and a satisfactory driving record.

ICC, Plans Examiner, and/or Building Official certifications, as well as licensure as an architect or registration as a Professional Engineer are all highly desirable.

Classic Tier 1 members participate in a formula of 2.5% at 55, with the employee paying an 8% member contribution, plus a 2% cost sharing contribution, for a total of 10%. The highest year is used for final compensation calculation.

Classic Tier 2 members participate in a formula of 2% at 60, with the employee paying a 7% member contribution, plus a 3% cost sharing contribution, for a total of 10%. An average of the 3 highest years is used for final compensation calculation.

PEPRA members participate in a formula of 2% at 62, with the employee paying one-half of the normal cost (currently 7.75%) contribution, plus a 3% cost sharing contribution, for a current total of 10.75%. An average of the 3 highest years is used for final compensation calculation.

457 Deferred Compensation:

The City will contribute $192.31 per pay period on the employee's behalf

Retiree Health Reimbursement

Up to $500 per month reimbursement of health premiums for employees who retire from the City with at least 20 years of service until the age of 65.
