CLASS TITLE: Driver, Student Transportation (non-CDL) (10-month)
TITLE CODE: B5558 GRADE: 04/AFSCME ($17.22 - $23.56/hr)
DEFINITION: Operates non-commercial vehicles to transport students, faculty, and others to and from school, field trips, athletic events, and other events. Performs other duties as assigned.
EXAMPLES OF DUTIES:
Operates non-commercial vehicles in compliance with laws, rules, regulations, policies, and procedures. Adheres to established schedules to safely pick up, transport, and discharge students and staff.
Maintains student discipline on the vehicle during transport. Coordinates with school administrators and area transportation supervisors to resolve serious disciplinary problems.
Transports students and faculty members on field trips and to and from athletic events.
Completes pre- and post-trip inspections of vehicle. Fuels vehicle, as needed.
Responsible for appearance of assigned vehicles. Reports suspected mechanical defects and malfunctioning equipment on assigned vehicles.
Responsible for the cleanliness inside of the vehicle.
Schedules and takes vehicles to service when necessary. Notes and reports any damage to assigned vehicle.
Responsible for proper securing of all occupant restraint systems. Assists students in boarding vehicles; places wheelchairs securely; transports students' medical apparatus.
Responds appropriately in emergency situations to include lift, carry, and/or drag students out of the vehicle.
Develops emergency evacuation plans for all students with pertinent information for each group of students transported.
Maintains records of vehicle operations and submits required reports; compiles and submits accident report information; and reports prolonged traffic delays.
Attends meetings, trainings, and required annual in-service classes.
MINIMUM QUALIFICATIONS:
Education, Training, and Experience:
Possession of a high school diploma or an appropriate equivalent preferred.
Must be 21 years of age.
Meets and maintains all qualifications and certifications for school vehicle drivers required by the Code of Maryland Regulations (COMAR 13A.06.07.01).
Note: Other combination of applicable education, training, and experience which provide the knowledge, skills, and abilities necessary to perform effectively in the position, may be considered.
Licenses and Certificates:
Possession of a valid class C Maryland driver's license or an equivalent is required.
Knowledge, Skills, and Abilities:
Knowledge of school safety, procedural, and policy guidelines and applicable regulations.
Skill in communication and human relations.
Ability to pass an annual physical examination and random drug tests for possession of DOT physical card.
Ability to read and write.
Ability to use and care for non-commercial vehicles and related equipment and supplies according to written and oral instructions.
Ability to maintain good relationships with administrators, teachers, students, other employees, and the public.
PHYSICAL AND ENVIRONMENTAL CONDITIONS:
Work requires the performance of physical labor including the operation of vehicles and travel throughout Baltimore County and surrounding jurisdictions. Work includes prolonged periods of sitting, lifting students, climbing on and off vehicle, using foot controls to operate gas and brake pedals. Lifting greater than 50 pounds is to be done with the assistance of another employee.
CONDITIONS OF EMPLOYMENT:
Persons appointed to this class are subject to alcohol and drug testing in accordance with applicable state and federal regulations and Board of Education policy.
Persons appointed to this class must successfully complete the annual Baltimore County Public Schools in-service instruction program within an assigned period to maintain employment. This includes all items required by COMAR and the ability to maintain proficiency in the use of all equipment and maneuvers necessary for safe student transport and emergency evacuation. Failure to successfully complete annual in-service and training sessions may result in termination.
The job requires the ability to travel to worksites throughout Baltimore County in a timely manner.

Pre-Employment Requirements:
All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (State of Maryland, Senate Bill 315, effective October 1, 1986) completed. The fee charged for fingerprinting is $109.00. An identification card will be issued which must be shown prior to employment.
Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
If you have military experience you will be asked to provide a copy of DD214.
Official transcripts for all higher education must be received prior to contract signing.
Some positions will require employees to undergo a physical examination and/or drug testing.
