This position is open to current OKDHS employees only. This position may be located in Oklahoma City, Norman or Tulsa, Oklahoma. Deputy Director - E11F Annual Salary: $105,000.00 + Full State Employee Benefits Travel is EXTENSIVE - Must possess a valid driver's license and must maintain required car insurance. This position is required to work daily in an office and will be required to report in person to STO at least one day per week. Minimum Qualifications : Completion of the curriculum requirements for a Master's degree and eight (8) years of human services related experience or similarly related activities, including four (4) years in management and/or administrative capacity; or an equivalent combination of education and experience. Completion of the curriculum requirements for a bachelor's degree and eight (9) years of human services related experience or similarly related activities, including four (4) years in management and/or administrative capacity; or an equivalent combination of education and experience. An equivalent combination of education and experience substituting one (1) additional year of qualifying work experience for each year of required education. Note: Professional experience in the fields listed must have been the primary job responsibility to be considered as qualifying. Incidental performance of professional work in any area(s) shall not be considered. Job Responsibilities : Strategic Leadership and Oversight: Lead the strategic planning and execution of the employee development programs, ensuring alignment with the division’s mission and operational goals. Oversee the ongoing assessment and enhancement of training methodologies based on adult learning principles to improve employee performance and program delivery. Supervision and Management: Directly supervise three Programs Manager IIIs and indirectly oversee their teams, each consisting of 5-6 program field representatives and an administrative assistant. Responsible for the professional development, performance evaluation, and guidance of managerial staff to foster leadership qualities and operational efficiency. Curriculum Development and Training Execution: Collaborate with subject matter experts and the contracted training team to develop and standardize comprehensive training modules for various services like SNAP, ABD Medical, Child Care Subsidy, Long Term Care, and TANF programs in addition to other training deployment needs. Oversee the implementation of these training modules across one central and ten satellite training locations. Program and Contract Management: Oversee the Division's needs regarding the training contracts, ensuring that the training provided meets the specific needs of the division. Coordinate with partners and oversee the administration of the program’s budget, resources, and timelines to achieve training objectives. Evaluation and Quality Assurance: Implement and maintain a robust system for evaluating the effectiveness of training programs using feedback mechanisms such as 360-degree surveys, direct observation, and performance data. Use these insights to make data-driven improvements to training content and delivery methods. Communication and Advocacy: Act as a primary liaison between the AFS Training Section, AFS Program Operations, AFS Field Operations, other departments within the agency, and external stakeholders. Communicate program goals and advocate for resource needs to support the division’s objectives. *Preference may be given to applicants who have experience in Training Management, Training Expertise and/or Program Administration Experience.
