We offer a hybrid 3-2 work schedule (three days in the office, two days of teleworking) to accommodate the need for flexibility.

Military service members and veterans with ranks from E5-E9, W1-CW5, or O3-O6, plus appropriate equivalent combination of education and years of experience as outlined below will be considered for this opportunity.

Job Summary

Serves as Consultant and subject matter expert to Transmission System Operators and Shift Supervisors in their duties of operating the bulk power electric system. Provides training, compliance, and procedural advice and support in operational, technical, simulation, and incident response areas of the control center. Provides direct assistance to the Manager-Electric Transmission System Operations and Control on operational items and concerns.

Specific duties include, but are not limited to:

• Developing and standardizing operational, training and compliance processes to operate the Bulk Electric System (BES) safely and reliably,
• Playing a critical role in the System Operations Center (SOC) by keeping up with the latest equipment and new technologies available to the power industry,
• Observing and directing all shifts to perform their tasks consistent with established operating and regulatory standards, including industry best practices,
• Evaluating operator/supervisor responses to line lockouts and system events to determine areas for improvement, through training documentation, programs, and simulation,
• Providing training material to the training department or serving as a training/compliance subject matter expert in areas where weaknesses are observed or new applications or requirements exist, and creating scenarios in the Dynamic Test Simulator (DTS) for operator and supervisor training,
• Interfacing with affected parties as the representative of the SOC for any training, compliance, regulatory (PJM, SERC, NERC), and industry best practice (NATF, EEI, EPRI) issues and activities related to electric transmission operations,
• Acting in a back-up capacity for other Operations Consultants when necessary,
• Updating and reviewing special operating instructions and procedures for Bulk Electric Substations,
• Interfacing between management and Operations during emergencies or storms affecting the BES,
• Working with the Energy Management System (EMS) engineering group and database support groups on updates and improvements to the EMS that impact SOC operations and operator development/duties,
• Own and update System Operations Emergency Policies and Procedures,
• Conduct System Operations Drills,
• Other job responsibilities as needed.

This position is located in Richmond, VA and works a hybrid schedule subject to change due to business needs. Relocation assistance may be provided to the successful candidate.

Required Knowledge, Skills, Abilities & Experience
Significant directly related experience (typically 7/8+ years) in Electric Transmission, System Operations and/or Power Generation in addition to a Bachelor's degree or its equivalence in education and demonstrated related experience,
Capable of performing difficult and complex work requiring advanced knowledge of the operation of the Bulk Electric System (BES),
Strongly prefer in-depth knowledge of electrical theory, emergency procedures, substation equipment/operations, relay operations, and power station operations, as is pertinent to the transmission grid,
Strong computer skills,
Strong analytical skills,
Excellent verbal and written communication skills,
Strong leadership skills,
Ability to work independently
Education Requirements

Education Level: Degree or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education: Bachelor,

Disciplines: Preferred: Mechanical, Engineering, Electrical, Industrial

Licenses, Certifications, or Quals Description

Preferred: NERC Transmission Operator, PJM Transmission System Operator
