Your Specific Responsibilities: This position reports directly to the Director of Investigations (DOI) with the DOH Office of Inspector General. (OIG) In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department’s standards of conduct, as well as any and all policies and procedures applicable to performing the duties of this position. The incumbent will complete Sexual Harassment, Cultural Diversity and ADA training within six months of appointment. Serves as an experienced investigator conducting administrative investigations, Whistle-blower determinations and/or investigations, preliminary inquiries, and management advisories in accordance with Section 20.055, Florida Statutes; Principles and Standards for Offices of Inspector General (Green Book) published by the Association of Inspector Generals; and investigation standards established by the Commission for Florida Law Enforcement Accreditation (CFA), Inc. The incumbent may be required to gather background and relevant information; review policies, procedures, rules, regulations, statutes, and laws; develop an investigative plan; conduct interviews, analyze documentation, and formulate conclusions and/or recommendations based upon supporting evidence. Limited travel might be necessary. Prepares objective, accurate, and logical written investigative reports and closure documentation summarizing investigative activities and meets with management to discuss investigative findings, conclusions, and recommendations, when necessary. Assists with the complaint intake process which may involve documenting complaints, assessing the complaints, and/or directing complainants to the appropriate authority, when needed. Meets continuing professional education requirements stipulated by the Green Book and to maintain any relevant investigative certifications obtained by the incumbent. May assist with maintaining OIG’s Accredited status by ensuring a) the Investigations Section complies with relevant CFA Standards and that their Directives conform to such standards and b) the OIG Directives are up to date and that the required documentation (proofs) are timely compiled and maintained for purposes of re-accreditation assessments. May assist with training and/or mentoring new investigative staff members. Performs various confidential functions and will have access to confidential information. Performs related work as assigned by the Inspector General, DOI, or Deputy DOI. Required Knowledge, Skills, and Abilities: • Knowledge of the methods of data collection and analysis. • Knowledge of basic management principles and practices. • Ability to collect, evaluate and analyze data to solve problems, document workflow and other activities. • Ability to organize data into logical format for presentation in reports, documents, and other written materials. • Ability to conduct fact-finding research. • Ability to utilize problem-solving techniques. • Ability to work independently, as a member of a team, and in an in-charge capacity. • Ability to plan, organize and coordinate work assignments. • Ability to communicate effectively, both orally and in writing. • Ability to establish and maintain effective working relationships with others. • Proficient in Microsoft Office Products Qualifications: Minimum: 2 years of full-time investigative experience with local, state, or federal units of government, including law enforcement or similar private-sector investigative experience OR 3 years of experience conducting program analysis, administrative hearings, complaint handling, administrative review, judicial review, or similar work. Preferred: A Baccalaureate degree or higher from an accredited college or university. Two (2) or more years of full-time experience conducting investigations of employee misconduct; fraud; waste; program abuse; mismanagement; malfeasance; whistle-blower complaints, violations of law, rule, or policy; or workplace discrimination. Experience writing investigative findings, investigative reports, and interview summaries. Investigative experience in an Office of Inspector General. Active certification as a Certified Inspector General Investigator (CIGI), Certified Fraud Examiner (CFE), Certified Financial Crime Specialist (CFCS), Certified Financial Crimes Investigator (CFCI), Certified Computer Examiner (CCE), or Certified Forensic Computer Examiner (CFCE). Training or experience as an Accreditation Manager through the Commission for Florida Law Enforcement Accreditation (CFA).
