THE POSITION

Central San, a progressive public utility, is seeking a Chemist I/II. This position will perform a variety of specialized chemical, biochemical, bacteriological, microbiological, and toxicity analyses of water, receiving waters, wastewater, and related solids and by-products relevant to wastewater collection, treatment, and disposal; collect samples; and perform and/or assist in the conduct of complex research projects.

Eligible to apply for advancement to the level II position ($4,604.34 - $5,567.78 Bi-Weekly) after 18 months.

The Ideal Candidate:
  • Knowledge of standard methods for the analysis of water, wastewater, and its byproducts.
  • Knowledge of current analytical methods and instrumentation commonly used in environmental analysis.
  • Ability to implement quality assurance and control, safety, and chemical hygiene programs.
  • Ability to operate and maintain a variety of laboratory equipment including gas chromatograph, mass spectrometer, segmented flow analyzer, and computer-controlled analyzers.
  • Ability to work on-call, weekends, and holidays.
  • Experience working in various computer programs, including Microsoft Word, Excel, and Access.

MINIMUM QUALIFICATIONS

Experience:
Eighteen (18) months of full-time experience in water, wastewater, environmental, or industrial laboratory testing, analysis and control.

Education:
Possession of a Bachelor's degree from an accredited four-year college or university with major coursework in chemistry, microbiology, biology, or a related field.

Licenses and Certificates:
Possession of a valid California Driver's License. A valid out-of-state driver's license will be accepted during the application process. Must possess a valid California Driver's License within 90 days of appointment.

Possession of a Grade I Laboratory Analyst Certificate issued by the California Water Environment Association or must obtain the certificate within one year of appointment.
SELECTION PROCEDURE

The most qualified candidates will be invited to participate in the examination process. Human Resources shall determine the examination steps to be used for this recruitment. The steps may include, but are not limited to, a written examination, practical examination, application screening, and/or oral board examination. One or more of these steps may be used and in any order. At the end of the testing process, candidates passing all of the examination steps will have their names placed on an eligibility list. The list is valid for six months and may be extended up to an additional six months at the request of the hiring department.

Applicants meeting the minimum qualifications are not guaranteed advancement to the examination process. All applicants will be notified of the results of the review process.

Successful candidates not currently employed in regular status by the District must pass a pre-employment physical to be considered for appointment.

Insurance:
Mid-management and confidential employees enjoy fully paid dental, vision, and life insurances. Employees have a choice of medical plans which includes chiropractic. Kaiser and HealthNet SmartCare are full paid by the District. Employees entitled to dual health coverage may receive an additional $400 per month with the entire amount contributed to deferred compensation in lieu of a second coverage.

Retirement:
District employees are members of the Contra Costa County Employees' Retirement Association (CCCERA) with reciprocity to CalPERS.

A retirement benefit is based upon a formula which includes the employee's age, salary, and years of service. The formula for new employees is 2%@ 62 unless reciprocity is established with an eligible retirement system. The formula for new employees with reciprocity is 2%@ 55.

Leaves:
The District offers liberal vacation and sick leave benefits as well as 13 paid holidays per year. Mid-management and confidential employees earn 24 hours of administrative leave annually.

Deferred Compensation:
The District does not participate in the Social Security System except for a mandatory Medicare contribution. Instead, the District contributes to a 401(a) Money Purchase plan an amount equivalent to the employer portion of contributions to the Social Security System (currently 6.2%) in addition to salary. The District also offers employees an optional Deferred Compensation 457 plan with a choice of savings and investment options.

Cafeteria Plan:
Mid-management and confidential employees are allowed $220 each month toward the selection of additional benefits.
