Job Title: IT Project Manager
Duration: 12 Months (contract on W2)

About the Role:
The Project Manager will lead a cross-functional project team, driving meaningful change and ensuring the delivery of high-impact digital services for the State of Connecticut. This role involves developing and managing project plans, establishing effective project governance, managing vendors, facilitating meetings and agile ceremonies, providing regular status reports, identifying and managing risks, and serving as the primary point of contact for stakeholders.
Essential Duties & Responsibilities:

  • Project Planning & Management:
  • Define project scope, objectives, and deliverables.
  • Create detailed project plans, schedules, and timelines.
  • Organize and facilitate internal and external meetings.
  • Prepare and distribute progress reports.
  • Communicate plan deviations and implement corrective actions.
  • Establish and manage a well-defined project management process.
  • Champion continuous process improvement.

Risk/Issue Management & Mitigation:
  • Identify, track, and document project risks and issues.
  • Assess the potential impact of identified risks and issues.
  • Develop and implement effective mitigation strategies.
  • Proactively address risks to minimize disruptions and maintain progress.
  • Ensure compliance with policies, procedures, and regulatory requirements.

Team Management & Team Building:
  • Foster a collaborative and results-driven work environment.
  • Hold teams accountable for commitments and ensure alignment with project objectives.
  • Remove roadblocks and impediments that hinder team progress.
  • Leverage organizational resources to improve team and individual capacity for project work.
  • Manage vendor relationships and coordinate activities of third-party resources effectively.

Knowledge, Skills, and Abilities:
  • Extensive experience with various project management methodologies, including Agile, Waterfall, Hybrid, Scrum, and Kanban.
  • Expertise in PPM tools such as Monday.com.
  • Proficiency in Microsoft Office Suite and diagramming tools such as Miro or Visio.
  • Familiarity with software development tools such as JIRA and Confluence.
  • Ability to translate technical and design tasks into project plans and communicate technical concepts to non-technical stakeholders.
  • Strong problem-solving skills and the ability to manage conflicts and resolve disputes among stakeholders.
  • Ability to maintain strict confidentiality and handle complex situations diplomatically.

Preferred Skills & Qualifications:
  • Bachelor's or master's degree in business or a related field.
  • PMP (Project Management Professional) certification.
  • 3+ years of leadership experience.
  • Experience with web management content systems such as SiteCore.
  • Familiarity with technology platforms and services, including Salesforce, MuleSoft, Azure, Power Platform, ForgeRock, and Google Analytics.

Administrative Considerations:
  • The Project Manager may work on multiple projects simultaneously, leading a cross-functional project team to meet project objectives.
  • The scope of assignments may evolve as projects progress through different phases.
  • The engagement will be for a term of up to 12 months, with work performed in eight-hour shifts, Monday to Friday.
  • Consultant must be available during core state working hours (8 AM to 5 PM Eastern Time).
  • Consultant must be willing and available to travel to the office as needed and must provide their own laptop, webcam, and high-speed internet if working remotely.
  • A background check and confidentiality agreement will be required.
