SALARY RANGE : $52,000 - $61,850/year DOE

JOB SUMMARY:
Under basic supervision, this individual reviews plan submittals and performs inspections involving the interpretation and enforcement of adopted codes and regulations to ensure the public safety and health. 
Reviews development and building plans and inspects property and structures for adequacy and consistency with the Land Use & Development Code and the adopted building and energy codes.
This position directly supports the role of the Director and this individual is expected to participate in training and professional development.
This is a full time 37.5 hour/week position eligible for county benefits.

  • Review plans to determine project scope and provide correction and commentary as needed
  • Explain county code and ordinance requirements to property owners, contractors, design professionals, and the public
  • Perform inspections as needed to assure compliance with adopted codes and standards
  • Interpret and enforce the provisions of the adopted codes for land use and construction
  • Maintain accurate records of permits, inspections, and other job-related activities
  • Prepare a variety of written reports, memos, and correspondence
  • Participate in professional training
  • Participate in public meetings as required
  • Answer telephone and assist customers at the front counter
  • Be on time for work and ready to work upon arrival
  • Perform other tasks and duties to support the department and as required by the Director
REQUIRED QUALIFICATIONS:
     Knowledge: 
  • County policies, codes and ordinances regarding construction and land use
  • State and Federal codes as applied to the County
  • Familiarity with International Code Council (ICC) codes - IRC/IBC/IMC/IECC
  • Construction scheduling, practices, and methods
  • Architectural design and construction methods
  • Principles and procedures of record keeping
    Skills :
  • Interpretation of written building and land use codes
  • Analytical and problem-solving skills
  • Decision making skills
  • Effective written and verbal communication skills in English required, bilingual preferred
  • Computer/technology proficiency adequate for permit management
  • Time management skills to meet required deadlines
    Abilities :
  • Ability to read and interpret construction plans and specifications
  • Ability to engage and communicate effectively with property owners, building industry professionals, and the public
  • Ability to detect hazards and violations and recommend corrective measures during field inspection work
  • Ability to compose comprehensive reports and general communications
  • Ability to enforce regulations with firmness, consistency, tact, and courtesy
  • Ability to be proficient in all computer programs necessary to accomplish the job
  • Ability to understand and follow moderately complex oral and written instructions
EDUCATION AND EXPERIENCE:
  • A GED or High School diploma is required
  • Two years of college is preferred
  • At least two (2) years of experience in the field of code enforcement and building inspection is preferred
  • Or equivalent combination of education and experience
  • Salary scale is based on a combination of documented experience and relevant certifications
LICENSE AND CERTIFICATION REQUIREMENTS:
  • Current Colorado Driver’s License
  • ICC certification for Residential Inspection (exam B1) is required within 12 months of hire
  • Must pass Alamosa County background check and pre-employment drug testing
WORK CONDITIONS AND ENVIRONMENT:

Minimal physical effort generally required in the performance of duties under typically office conditions. Moderate physical effort required when conducting field inspections. Ability to maneuver stairs and uneven terrain for field inspections during all types of weather conditions. Position requires the ability to operate a computer keyboard and standard office equipment at efficient speed. The employee is frequently required to use hands to finger, handle, or feel objects, tools or controls, and to reach with hands and arms. The employee is required to sit, talk and hear. Hearing and vision correctable to normal ranges; close-up vision and the ability to adjust focus across a presentation audience. The employee is required to communicate both orally and in writing. Employee must be able to reach and manipulate objects, tools or controls, drive, and lift (no more than 25 pounds). This position may be required to drive in a variety of weather conditions.
