Summary

The County of Delaware seeks a motivated and capable leader to enact and oversee the County's sustainability strategies and address issues including energy use strategies, energy use resource conservation, materials reuse, emissions, reductions, mobility, education, and building design. The County Sustainability Officer (CSO) provides coordinates County departments, community stakeholders and external agencies. This role is responsible for the implementation and update of Sustain Delco: A Sustainability Plan for Delaware County.
Essential Duties

Under the direction of the Executive Director, the CSO will:
  • Research, recommend, develop and implement policy and procedures for operational effectiveness, sustainability, and safety. Monitor all operations for effective application of department policies, procedures and standards
  • In conjunction with Public Works, assist in the implementation of programs that support County operations with a safe, functional and reliable facilities and fleet assets while reducing the environmental impacts of these operations
  • Research and recommend implementation of initiative that transition County operations to renewable and ess impactful sources of materials and energy
  • In conjunction with Public Works, ensure master facility plan accommodates County staff and program needs and convert electrical and mechanical systems to use renewable sources of energy

  • Oversee environmental initiatives, including waste reduction, reuse, and recycling; soil conservation and natural areas protection; and accessibility of assets
  • Provides leadership, input and training opportunities to the department team members
  • Plans and coordinates the development and implementation of annual budgets that support the Sustainability Office
  • Participates in the selection and directs the work of professional consultants and vendors working on County projects
  • Investigates and promotes development of sustainable systems within County facilities
  • Fosters partnerships with internal and external organizations to help implement and enhance department services
  • Serves as the County's representative to various local, state, regional, and national committees, boards, and commissions related to the public infrastructure, in addition to serving as the contact person for state and federal agencies
  • Considers issues of equity and sustainability in decision-making
  • Performs all other duties, tasks and special projects as assigned
Qualifications
  • A Bachelor's Degree in architecture, engineering, environment, or public policy and administration (with studies related to the technical areas of concern)
  • Thorough understanding of applicable and pertinent Federal, State, and local laws, codes and regulations
  • Excellent project management skills with the ability to provide high-level oversight on a multitude of projects simultaneously
  • Ability in budget creation and execution
  • Ability to build collaborative relationships with employees at all levels of the organization
  • Ability to build and work with public-private partnerships and multi-agency collaboration
  • Hands-on commitment to getting the job done
