Examples of Duties

Under supervision, performs a variety of semi-skilled and skilled assignments in the construction, installation, testing, maintenance, and repair of City Public Water Supply (PWS), water distribution systems, storage tanks, and pumping facilities.

  • Performs all duties associated with water distribution, including installing, connecting, relocating, adjusting, testing, maintaining, repairing, and replacing water mains, valves, hydrants, pumps, and other equipment, cutting and fitting pipes.
  • Operates equipment, tools, and motor vehicles such as trucks, loaders, backhoes, and other similar maintenance or construction equipment safely.
  • Safely operates equipment and tools used at work sites as required; places traffic control flags, signs, and cones to direct traffic around work sites, and operates and maintains hand and power tools.
  • Performs routine maintenance and repair on pump stations; ensures various work sites are restored following completion of work.
  • Responds tactfully to questions and comments from the public and delegates to appropriate staff.
  • On-call for emergency situations and assists with special events.
  • Performs other duties as assigned.
SUPERVISION EXERCISED: No direct supervision exercised.

Minimum Qualifications
  • Possess a valid driver's license.
  • High School Diploma or equivalent
  • Experience in manual labor, general construction, water utility systems repair, or a related field preferred.
Special Requirements:
  • Must obtain a Class A CDL within one (1) year of hire.


Physical Demands / Work Environment:
  • Operate a motor vehicle safely.
  • Work extended or on-call hours.
  • Ability to stand, walk long distances, kneel, crouch, stoop, and squat.
  • Ability to lift 50 pounds.
  • Exposure to cold, heat, and outdoor hazards.
Preferences

Knowledge of:
  • Water distribution operation, including piping, sources of supply, water quality, disinfection, and the operational principles of pumps and motors.
  • Current principles, practices and regulations related to water distribution systems.
  • Water distribution mathematics, including water terms and definitions, water measurements, water pressure, formulas, and units and conversion factors.
  • Proper methods and techniques used in cleaning, repairing, and maintaining water systems equipment.
  • Geography, street locations and water system locations.
  • The proper use and care of common hand and power tools.
  • Safety principles related to traffic control, trenching and shoring, and personnel safety.
  • Occupational hazards and safety precautions.
  • TCEQ standards and policies for water systems.
  • City policies and procedures.
Skill in:
  • Operating water systems machinery in a safe and capable manner.
  • Utilizing public relations techniques in responding to inquiries and complaints.
  • Following oral and written instructions.
  • Operating and working around machinery, heavy equipment and moving equipment.
  • Installing, repairing, and maintaining of water systems equipment.
  • Recognize unusual or dangerous operating conditions and make sound judgments within established guidelines.
  • Coordinating with public offices for scheduling, repair, and operation of water utility services.

Texas Municipal Retirement System (TMRS)
All employees appointed to positions designated to work 1,000 hours or more per year must participate in the Texas Municipal Retirement System. TMRS is a qualified tax deferred retirement plan under Section 401 of the IRS. Seven percent of gross earnings are deducted each payroll as a pre-tax deduction and deposited into the member account. When an employee becomes vested and retires, the city provides 2-to-1 matching contributions.
