Description

Under the general supervision of the Environmental Community Outreach Manager, performs a variety of technical tasks and administrative duties in customer service and in the enforcement of the City's solid waste and recycling ordinance and service contract requiring the use of diplomacy. Incumbent performs a wide range of both clerical tasks and review tasks in the office, which may require the application of independent judgment. At times works independently in the field, making decisions requiring the use of judgment, discretion and diplomacy. Incumbent must be proficient in Microsoft Office programs and other software applications. Work is reviewed through observation, conferences, reports and results obtained. Performs other work as required.
Examples of Duties

  • Answers telephone to take service requests and complaints from customers and inputs into database. Follows up and tracks action taken by franchisee to resolve issues
  • Investigates/handles customer complaints received by the Division. Researches and notifies complainant of resolution.
  • Inspects residential and commercial properties for sanitation code compliance, notifies violators of required corrections, and follows up to ensure violators are brought into compliance.
  • Provides listing to Division's Environmental Community Outreach Manager of lawn watering violators for preparation of informational letter and inclusion on database.
  • Monitors contract with franchise hauler for compliance with contract.
  • Reviews and comments on building site plans regarding sanitation and recycling code requirements for container enclosure and location requirements.
  • Conducts the Curb Contamination Program to check recycling carts on recycling days and provide customer education.
  • Assists with the Adopt-A-Road Program.
  • Surveys recycling and trash routes as needed.
  • Informs the public of City sanitation and lawn irrigation codes.
  • Participates in staffing some special events, including the annual Trash Bash.
Minimum Qualifications
  • Graduation from high school, GED or equivalent certificate of competency, some college preferred,
  • Three years of experience working in a customer service position with high public contact with at least one year of experience with environmental education/outreach
  • Municipal administrative experience is preferable.
  • Must be able to read and review development site plans.
  • Must be able to track customer requests and complaints and enforce the solid waste and recycling contract with the current waste hauler.
Licenses, Certifications or Registrations:
  • Must possess and maintain a valid Florida driver's license. Applicants who possess a valid out of state driver's license must obtain a Florida license within 10 days for employment.
Knowledge, Skills and Abilities
  • Ability to work regularly scheduled hours.
  • Knowledge of municipal solid waste codes and regulations.
  • Knowledge of municipal water conservation codes and regulations.
  • Knowledge of geography of the City.
  • Ability to explain and enforce the municipal code with firmness and tact.
  • Ability to deal with difficult calls with a professional, composed, courteous and tactful demeanor.
  • Skill in operating modern office equipment such as personal computer, copier, scanner, and printers.
  • Ability to use basic computer applications including Microsoft Word, Excel and Outlook and general work management software.
  • Ability to communicate clearly, both orally and in writing.
  • Ability to learn, remember and comprehend simple and complex tasks that pertain to this position.
  • Ability to work independently, and to make sound decisions based on established procedures and municipal regulations.
  • Ability to use hand tools, such as shovel and broom.
  • Ability to operate City vehicles, including pickup trucks in a safe and efficient manner.
  • Ability to communicate clearly in English, both orally and in writing.

Physical and Mental Requirements:

  • Ability to work in uncomfortable environmental conditions such as dust, heat and humidity.
