Definition

Under the supervision of the Emergency Management Coordinator (EMC), the 911 Operations Manager is responsible for daily operations of the multi-disciplined communications center, Soldotna Public Safety Communications Center (SPSCC), which receives and processes police, fire, and EMS services calls for multiple jurisdictions. This position is responsible for supervision of lower-level supervisors of the communications center and other personnel.

Minimum Qualifications

A bachelor's degree in a related field and a minimum of five years' experience in public safety communications, including three years of supervisory experience.

The education requirement may be supplemented or substituted by relevant, progressively more responsible experience on a year-for-year basis in addition to the five-year requirement.

Must possess proven leadership abilities and strong interpersonal skills, and demonstrate strong written and verbal communication skills.

A NENA ENP or APCO RPL certification is desirable.

Essential Functions

1. Supervises dispatch personnel. Meets periodically with shift supervisors and supplies summary of dispatch operations and personnel issues to the EMC. Ensures communications center employees are performing to acceptable levels and meeting their responsibilities to the public, co-workers, emergency service providers and other agencies. Works at least 16 hours at the console each week as scheduled with EMC.

2. Creates and manages shift schedules while complying with employment agreements and contract related work conditions as well as coordinates scheduling of staff to ensure proper operational coverage.

3. Assists EMC preparing recordings of radio, 911 or administrative audio for public records requests, peace officers, and other agencies.

4. Serves as the Alternate Terminal Agency Coordinator (TAC) for the Alaska Public Safety Information Network/National Crime Information Center/National Law Enforcement Telecommunications System (APSIN/NCIC/NLETS) coordinating program modifications and security violations for civilian employees.

5. Assists the EMC with employee evaluations.

6. Monitor performance issues and concerns; discuss notable performance and performance concerns with the EMC as appropriate.

7. Maintains the SPSCC policy and procedures manual ensuring accuracy.

8. Assist the EMC with budget preparation and incorporate changes into the budget process. Assists with application for funding, annual fiscal reports and statements to the borough finance office.

9. Prepares purchase orders, processes budget revisions, and accounts payable. Monitors purchase orders and budget line item to preclude over expenditures. Authorizes time sheets, accounts payable, budget revisions as instructed or in absence of the EMC.

10. Serves as a member of the Dispatch Review Committee (DRC) as part of the Quality Assurance Unit to review and set policies for medical and fire protocol usage.

*pro-rated is defined as $125.00 per month for an individual or $250.00 per month for a family, based on month of hire for new hires. This is based on the Boroughs contribution for a Full-Time employee of $1500.00 per year for an individual or $3000.00 per year for a family.
