Work Hours: Monday - Friday, 7:30 AM - 4:30 PM

This classification performs specialized technical work associated with contractors' licenses and building permits. Position requires the application of good judgment and excellent customer service skills.

Working Conditions

Indoor/outdoor situation; high noise, high pace environment while performing certain responsibilities. Lifting equipment up to 50 lbs. alone; up to 100 lbs. with assistance.

Job Description

Essential Functions

Answers public questions; informs property owners, contractors or delegates of permitting procedures.; and accepts applications and reviews for completeness.

Reviews for completeness, accepts and processes permit applications. Issues permits once all reviews are completed and all requirements are met.

Assists contractors and the public in obtaining building permits or contractors licenses; ensures compliance with established permitting codes, regulations, statutes, ordinances, policies and procedures.

Performs technical operations unique to the department.

Performs data entry into a construction database system and tracks data from and to other departments and agencies.

Takes payments related to Building permits, planning records and other various departments fees. Closes out and balances cash receipts and prepares for bank deposits.

Answers phones, directs calls and takes messages; performs general clerical duties such as typing memoranda and letters. Monitors emails from public and responds as needed.

Performs other related work as required. This could include weather or other extreme emergency duties

Uses basic software applications including but not limited to Microsoft Word, Excel, and Outlook

Basic GIS knowledge.

Perform data entry in construction database.

Minimum Qualifications

Entry level technical position.

High school diploma or equivalent certificate of competency.

Minimum of six (6) months (within the last 5 years) of experience in general clerical or/customer service.

Equivalent combinations of education and experience may be considered.

Preferred experience in permit processing or construction related field.
Knowledge, Skills and Abilities:

Knowledge of department and division operations, pertinent Florida Statutes, and local codes and regulations related to contractor licensing or permitting processes.

Knowledge of modern office practices and ability to properly operate pertinent office equipment.

Ability to establish and maintain effective working relationships with staff, contractors, and the public.

Ability to communicate effectively, orally and in writing, including ability to clearly explain pertinent codes, rules, regulations, and procedures to the public in a tactful manner.

Ability to efficiently use resources associated with the permitting process.

Ability to exercise mature judgment and make decisions, with limited guidance, in accordance with established policies, rules and procedures.

Ability to handle money and make simple mathematical calculations accurately.

Ability to work efficiently and proactively in a demanding, high stress environment.

Ability to lift and move up to 50 pounds.

Ability to climb and descend steps and ladders.

Ability to identify colors.

Skill in the use of a personal computer and pertinent software programs.
Career Incentive Pay: Compensation of $1.00/hour for acquiring or holding the ICC Permit Technician Certification and must keep valid. Must meet minimum qualifications.
