Description of Work
The position is located in the Continuous Improvement and Data Analytics Unit of the Immunization Branch with the Epidemiology Section. The Immunization Branch's mission is to promote public health by reducing or eliminating Vaccine Preventable Diseases. The primary purpose of the immunization branch is to develop and promote childhood and adult immunization programs, disparity activities and initiatives that will protect and enhance the health and wellbeing of infants, children, adolescents and adults. These programs provide clinical guidance, quality assurance, technical assistance, consultation and training for professionals who provide vaccines. These programs provide assistance to reduce infant, and childhood and adult mortality and morbidity.
This is a federally funded position, which is necessary to complete grant requirements of the Vaccines for Children (VFC) entitlement program. Major duties include primary responsibility for providing regional consultative work in two main areas, which are Immunization assessment and outreach, and consultation with the statewide North Carolina Immunization Registry (NCIR). Achievements in both of these areas are essential to our State's success in improving our childhood immunization rates and decreasing rates of Vaccine Preventable Diseases. Immunization Assessment activities will occur at private and public physician o? ces as well as public facilities and Local Health Departments statewide. Assessments will be conducted according to the standard Immunization Quality Improvement for Providers (IQIP) protocol established by the Centers for Disease Control and Prevention (CDC). Work requires daily travel in a designated regional area.
80% Consultation/Assessment - Provides consultation to facilities regarding Immunization Quality Improvement for Providers (IQIP) guidelines, vaccine management (including inventory and storage), immunization coverage and compliance with vaccine laws and rules as it relates to North Carolina Immunization Registry (NCIR) implementation; schedules and conducts provider immunization assessments based on the CDC's IQIP protocol; extracts immunization information using the NCIR; provides thorough documentation of IQIP visits and provider contact summaries in REDCap and/or CDC PEAR Tool; analyzes qualitative and quantitative data and provides feedback and recommendations to providers; prepares written reports summarizing practice-speci? c results and recommendations and leads discussion of results with clinic staff; monitors progress towards annual program goals and brings continuous quality improvement to the North Carolina IQIP program; serves as liaison between counties and state for immunization information; conducts annual Local Health Department Immunization Assessments; assists new providers in enrolling in various federal vaccine programs (including Vaccines for Children (VFC), COVID-Bridge, Mpox, and others); provides quality improvement plans and support for strengthening local immunization programs; assists in the utilization of community resources; ensures the quality of local immunization programs using NCIR data; provides consultation services to facilities and organizations on North Carolina immunization laws and administrative codes and recommendations from CDC's Advisory Committee of Immunization Practices; conducts routine and unannounced storage and handling visits.
10% Communication/Outreach - Communicates, plans and coordinates all aspects of provider training and education; independently takes steps to obtain the necessary information required for each provider contact or visit; clearly communicates VFC recommendations and program requirements, either in writing, verbally, or by demonstration to local health departments, public and private medical providers and specialty providers; conducts outreach as requested to increase program enrollment and vaccine uptake.
5% Emergency Preparedness and Response: Assist with emergency or outbreak-related immunization response activities; attend DHHS Incident Management Team/outbreak status meetings as required; communicate recommendations and guidance to providers within assigned region; support vaccine allocation and redistribution efforts by assisting with vaccine/supply transfers; provide guidance to providers as it relates to NCIR inventory and administration documentation, vaccine storage and handling, NCIR contingency plans, etc.
5% Immunization Branch Support: Provide consultative, technical, or physical assistance to support programmatic needs.

As a part of DHHS, the Division of Public Health is made of a several sections servicing the citizens of North Carolina. The N.C. Immunization Branch is part of the Women and Children's Health Section and promotes public health through the identification and elimination of vaccine-preventable diseases like polio, hepatitis B, measles, chickenpox, whooping cough, rubella (German measles), and mumps.
Knowledge, Skills and Abilities / Competencies

  • Advanced knowledge of Public Health, immunizations, and the organization unit. Experience with mentoring new staff, leading teams, delegation and making assignments.
  • Demonstrated ability to work independently and efficiently manage tasks and deliverables.
  • Experience with providing feedback and advising state and local agencies and other medical bodies on vaccine requirements.
  • Experience with working as a team player with multi-disciplinary staff and healthcare providers; responding to customers in an organized, timely and methodical manner.
  • Experience with managing complex issues and responding appropriately; training new staff members through orientation and on-the-job training.
  • A valid unrestricted North Carolina Driver's License is required.

Minimum Education and Experience Requirements

Bachelor s degree from an appropriately accredited institution and three (3) years of experience in the program related to the area of assignment
