Job Duties

This position is an hourly/wage position. Wage employees may not work more than 29 hours per work week on average over the course of a year and are limited to 1,500 hours within a 12-month period. No State benefits are provided. This is an onsite/in person role, M-F during Business hours.

The Business Analyst is part of the Project Development Business Management team and will assist in creating, tracking, and revising project agreements including locally-administered; provides administrative and project support; performs analysis and prepares reports to inform business decisions.

Duties include but may not be limited to: • Assist tracking financial transactions associated with the district's discretionary pre-scoping budget and prepare Journals. • Coordinate monthly Zone meetings with project managers and other employees. • Collect back-up documentation from Cardinal, project managers to assist with compiling packages to coordinate between VDOT, localities, and the Northern Virginia Transportation Authority (NVTA) over the lifecycle of projects administered by VDOT and funded by NVTA. Assist with billing and maintaining records as needed. • Assist with the preparation and distribution of oversight reports for local governments participating in the Local Assistance Program. • Prepare dashboard reports and projections by coordinating with project managers. • Assist in the preparation of project development project summaries for monthly and quarterly reports. • Create and maintain program records, reports, presentations, and proposals facilitate positive relations between LAP, the localities, other VDOT departments within the organization, and other involved parties. Assist with billing, invoices, and other financial transactions. • Provide program coordination for the Project Development team; coordinate and facilitate multiple in-house status project meetings; use VDOT's financial and project management systems to identify financial and scheduling data to process reports and for management decision-making.

Minimum Qualifications • Ability to gather and analyze data and prepare technical reports. • Skill in the use of computers and software applications to include financial software. • Ability to effectively communicate and interact with internal and external stakeholders. • Demonstrated ability to work cooperatively with others, to establish priorities and perform multiple complex tasks. • Familiarity with the project development process for transportation construction projects. • Familiarity with locally administered project statutes and policies; state and federal funding requirements; principles of project funding, programming, financial and scheduling concepts, monitoring, and reporting mechanisms. • Strong verbal skills with the ability to conduct and moderate effective meetings and work sessions necessary to reach consensus on a variety of complex issues. • Strong listening skills and the ability

Additional Considerations • Experience with Project Development principles and practice. • Experience with local assistance projects or related activities. • Demonstrated ability to use or learn VDOT project and fiscal management tools and system software (iSYP, PAM, Cardinal, iPM Project Pool, Federal Strategy Database). • Ability to work in a fast paced and complex urban environment. • Experience representing an organization with private or public entities in a political setting. • A combination of training, experience or education in civil engineering, business, public administration, or related field desired.
