General Description

This is responsible professional data analytics work supporting the City's performance excellence goals and outcome-based budgeting. The position will use data to provide innovative solutions to complex problems in relation to City-wide or agency plans, goals, strategies and operational effectiveness. This position will support the Parks Division's data needs. This position will perform the work of a Data Analyst 1, with a higher degree of professional complexity; initiative; judgment and discretion; and personal accountability in the preparation, presentation and justification of recommendations. This position will complete diverse data analytic assignments; prepare comprehensive reports and recommendations; present and defend findings; and exercise fully developed professional skills. Under general supervision of the Parks Finance & Admin Manager, employees are expected to independently exercise professional judgment and discretion.

Develop and lead implementation of Parks Division Data action plan and dataset inventory Work under the direction of the Parks Division's Management team to develop specifications to automate reports and process large data sets, which includes dataset inventory and complex operating and capital budgets. Build and maintain data visualizations using business intelligence tools.

Build data collection and analysis tools to Parks with incorporating data collection and management into existing business processes, including establishing metrics for performance excellence.

Produce summary performance reports highlighting insights gained from data.

Perform analysis of large longitudinal data set, present key findings and make recommendations to Parks leadership regarding datasets and asset management. Provide expertise and advise on a wide variety of related management activities and initiatives.

Act as Parks Division's liaison with and contribute towards ongoing efforts of City Data Team, through maintaining Parks' dataset inventory.

Build tools and processes to maintain and update Parks Division's dataset inventory.

Perform other related duties as assigned.

Develop and maintain communications related to Parks Division Data Implement publishing plans to regularly publish datasets to the City's Open Data Portal. Automate reports and process large data sets using computer-programming software. Visualize data using business intelligence tools. Be able to tell a data story that is digestible for others. Prepare content for systems and data analysis and facilitate trainings for Parks Division staff aimed at improving organizational capacity and competencies to work with data for a variety of audiences. Work with entire Parks Team to conduct individualized trainings to improve data analysis capacity and data collection practices. Stay current on emerging trends in the application of data science tools to improve government service delivery. Conduct or participate in varied and complex management analysis, program evaluations and special studies regarding departmental operations, performance excellence, information requests, and general City data analysis. Collect and analyze data for citywide indicators. Research and draft recommendations for projects as part of the city's annual research agenda.

Participate in identifying and scoping research projects carried out through a data partnership with University partners.

Support long-term planning and development needs of the Parks Division Play lead role in implementation and maintenance of CityWorks Asset management system, including scrubbing of data set and system set up to ensure effective collection of informative data. Develop reports and processes from CityWorks responsive to staff and community needs.

Assist Parks Planning staff with determination of Impact Fees and updating annual memo, plat spreadsheet and the deposit slip each year.

Assist with upkeep of the Impact Fee Data Base and the impact fee workbook. Calculate impact fees and manage the fee collection process, answer requests for fee deposit slips, collect fees, and process fee payments as per our current practice. Assist with quarterly audits of impact fee collection and proper documentation.

Prepare the State Statute required annual report on impact fee revenues and expenditures. Assist in the development of annual Capital Improvements Plan through collection and analysis of GIS data specific to Parks Asset Management, including various facility conditions, such as paved paths, various sport courts, parking lots, playgrounds, sun shelters, etc.

Produce tools that improve the effectiveness of the Parks Division's Capital Improvement planning and expenditure documents/tracking tools to better meet the needs of staff and for more effective decision-making, including tracking investments by alder district. Support the development of the annual Capital and Operating Budgets with input from Parks Management Team. Perform all other duties as required.

Minimum Qualifications

Four (4) years of professional data collection, analytics, and management experience. Associate's Degree in business analytics, computer science, data science, mathematics, statistics, urban planning, geography, sociology, earth science, natural resources and design, economics, public administration, public policy, political science, or a related field.

Four (4) years of experience in applying the following: Principles of data administration, analytics and management.

Computer software applicable to the duties of the position, including Word, Outlook, Excel, Analytical software (such as Crystal Reports, GIS, SQL and related extension), and programming and or query languages.

Two (2) years of experience in applying the following: Data governance, data quality, data security principles and best practices.

Computer-assisted data analysis techniques.

Familiarity with the following: Racial equity and social justice issues/concerns.

Training and Experience : Two years of professional data collection, analytics, and management experience. Such experience would normally be gained after graduation from an accredited college or university with a Bachelor's Degree in business analytics, computer science, data science, math, statistics, economics, public administration, public policy or a related field. Other combinations of training and/or experience which can be demonstrated to result in the possession of the knowledge, skills and abilities necessary to perform the duties of this position will also be considered.

Special Requirements

Ability to meet the transportation requirements of the position.

This position will be expected to attend meetings of the Common Council and related bodies as required to discuss issues related to the budget. This includes budget deliberation meetings that are scheduled on consecutive evenings usually in November.
