Summary

Joining the Secret Service, Office of Security, Security Programs Division, Field Support Branch will allow you to support the Secret Service Enterprise, its protective mission, and its investigation mission by coordinating implementation/oversight of security policies, programs, and standards to protect and safeguard Secret Service personnel, property, facilities, and information, and by overseeing/supporting emergency preparedness, response planning, and continuity of operations (COOP).

This announcement is open to Civil Service Retirees of the Federal Employee Retirement System (FERS) or the Civil Service Retirement System (CSRS) who are eligible for re-employment as a Federal Annuitant; and Federal Interagency Career Transition Assistance Program (ICTAP) eligibles in the commuting area.

Duties

The selectee will serve as a Regional Security Specialist in the Office of Security, Security Programs Division. Typical work assignments include:
  • Implementing the facility security program consistent with Interagency Security Committee (ISC) security standards to include security surveys, facility security and active shooter response plans, and mail/package handling and processing;
  • Reviewing and inspecting Sensitive Compartmented Information Facilities (SCIFs) where classified and sensitive information is discussed, stored, handled, and processed.
  • Recommending security techniques, methods, and practices and developing/modifying internal operating guidelines to meet the changing needs of the organization in satisfying security and emergency preparedness programs.

These positions are being announced to recruit CSRS and FERS annuitants on a limited basis with a waiver of salary offset (if a dual compensation waiver is requested) under certain specified circumstances not to exceed December 31, 2028.

DUAL COMP AUTHORITY

When hired with the OPM Dual Comp Authority; annuitants can:
  • Earn full annuity and full Federal salary.
  • Earn annual and sick leave (not applicable for an intermittent work schedule)
  • Full-time, part-time, or intermittent work schedules available. Receive overtime (on a full schedule).
  • New hires under this authority will be offered a 4-year, non-status, term appointment in the competitive service.
  • Appointments that continue past December 31, 2028, may be subjected to their salary being off-set (reduced) if the OPM dual compensation salary off-set waiver is not renewed.
These positions are being announced to recruit former Civil Service CSRS and FERS annuitants on a limited basis with a waiver of salary offset (if a dual compensation waiver is requested) under certain specified circumstances not to exceed December 31, 2028.

Qualifications

You qualify for the GS-13 level if you possess one year of specialized experience equivalent to the GS-12 level performing duties such as:
  • Researching and analyzing difficult security problems/issues for physical, administrative, information, operational (OPSEC) or industrial security to provide advice and guidance to stakeholders; AND
  • Monitoring access to Sensitive Compartmented Information Facilities (SCIFs) and assuring procedures and processes are followed to

    safeguard the handling/storage of classified and sensitive information; AND
  • Developing, recommending, and implementing emergency management and/or continuity of operations (COOP) activities for an

    organization.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
