Edgewater Technical Associates is seeking qualified candidates for a Senior Security and Emergency Services Consultant opportunity in Richland, WA to support DOE Hanford.

Title: Senior Security and Emergency Services Consultant
Organization Supporting: Security and Emergency Services Division (SES)

MINIMUM QUALIFICATIONS
  • Eight or more years of experience in the Safeguards and Security areas of vulnerability assessment and physical protection programs (physical security systems, equipment, and processes) to include not less than five years at DOE facilities.
  • Bachelor's degree, or a combination of ten or more years of experience in:
    • S&S program management
    • Vulnerability assessment and security risk assessment at DOE facilities
    • DOE physical protection systems
    • DOE performance assurance
    • DOE Security Police Officer I or higher
  • Familiarity with Protective Force operations
  • Knowledge of DOE Emergency Management Operations
  • Familiarity with Personnel Security processes and standards
  • Technical writing and editing proficiency and experience
  • Excellent verbal communication skills
  • Eligibility to obtain and retain a DOE "Q" level security clearance
  • U.S. Citizenship

PREFERRED EXPERIENCE & CAPABILITIES
  • Working level knowledge of Hanford Site mission, activities and priorities
  • Working level knowledge of DOE Hanford processes and procedures
  • Working level knowledge of DOE program management practices, policies, and procedures
  • Experience in a DOE Emergency Operations Center
  • Familiarity with the National Incident Management System
  • Familiarity with National Security Adjudicative Guidelines (SEAD 4)
  • Familiarity with DOE nuclear facilities
  • Familiarity with security and vulnerability assessment software commonly used in DOE, such as Simajin, Troupe, Haz Tracker, etc.
  • Familiarity with Nuclear MC&A software, such as LANMAS
  • Proficiency in Microsoft 365, including Microsoft Word and Excel

SCOPE OF WORK
Provide support to the Assistant Manager of Mission Support (AMMS) Security and Emergency Services Division (SES) in the following areas:

Tasks and Expected Results/Deliverables
  1. For all Security and Emergency Services Programs, evaluate resource use for efficiency and effectiveness and provide recommendations for current budget execution and future budget submittals.
    1. Document and deliver evaluation of current performance quarterly or as assigned; provide recommendations for future budgets annually by assigned suspense date.
  2. For all Security and Emergency Services Programs, provide recommendations for incorporation into Contractor Budget Alignment Guidance (CBAG) or approved successor document, and evaluate contractor's proposed Integrated Priority List and Unfunded List.
    1. Document and deliver recommendations for inclusion in CBAG original and revised documents, and evaluation of contractor integrated priority lists and unfunded lists, per assigned suspense dates.
  3. Evaluate contractor's monthly budget performance data submittals.
    1. Provides comments, observations, or recommendations as applicable within 7 calendar days or as approved.
  4. Assist with integrated budget request and lifecycle planning.

  5. Provide support in review and analysis of Independent Government Estimates.

  6. For all applicable SES program areas, provides input and advice in developing, negotiating, and managing memoranda of agreement and memoranda of understanding for Mutual Aid with surrounding local, state, and federal agencies.

SES Program Management Operations
  1. Reviews Vulnerability and Risk Assessments to ensure thorough evaluations addressing appropriate threats are performed and the conclusions are technically valid.
    1. Provides comments, observations, or recommendations as applicable within 7 calendar days or as approved. Comments should reflect a comprehensive technical review and be technically accurate requiring little or no re-work (applies to all tasks).
  2. Reviews Hanford Safeguards and Security Plan (HSSP) and referenced documents to ensure plans adequately describe DOE security interests, threat evaluation, associated protection system measures, and residual risk.
    1. Provides comments, observations, or recommendations as applicable within 7 calendar days or as approved.
  3. Evaluates requests for deviations from DOE Order requirements submitted by the operating contractors. Ensures appropriate risk assessments support deviations and technical content is adequate.
    1. Provides comments, observations, or recommendations as applicable within 7 calendar days or as approved.
Facility Clearance
  1. Assesses requests for new Facility Clearances and revised Facility Data and Approval Records.
    1. Provides comments, observations, or recommendations as applicable within 7 calendar days or as approved.
  2. Reviews contractor S&S job task analyses and S&S training plans to ensure job knowledge requirements are adequate.
    1. Provides comments, observations, or recommendations as applicable within 7 calendar days or as approved.

Safeguards
  1. Provides technical review and support in the management and implementation of Safeguards programs.
    1. Provides comments, observations, or recommendations as applicable within 7 calendar days or as approved.
  1. Participates in the implementation and support for the DOE verification regime for SNM topics. Task may include interaction (meetings, correspondence, etc.) with personnel from DOE, National Laboratories, and the IAEA, as applicable. Typical activities include planning and reviews of procedures, and coordination and observation activities.
    1. Coordinates with Hanford contractors as required. Hosts and/or escort visitors as required during on-site reviews. Serves as Point of Contact for IAEA as required.
  2. Assist in reviewing and analyzing design documents, specifications, and other information relating to safeguards in new or remodeled facilities.
    1. Provides comments, observations, or recommendations as applicable within 7 calendar days or as approved.
  3. Assist with the process of reporting on activities associated with SR international safeguards programs including Additional Protocols to IAEA Safeguards Agreements. Participates in Additional Protocol meetings and teleconferences as alternate to DOE lead.
    1. Briefs DOE lead within 7 days of participating in teleconference or meeting or as approved. Completes data calls as assigned, integrating with SES as required, within required time frames.

Physical Protection and Security Systems
  1. Provides technical support for preparation of the SES inputs in the design of security systems including intrusion detection and assessment components. This will include review of project documentation. Observe projects in various phases of construction to ensure required S&S measures are implemented. Observes work in facilities during upgrading or downgrading of security levels.
    1. Document technical review comments for all documents assigned within 14 calendar days or as otherwise assigned. Provides immediate verbal results to DOE lead and documents written results of construction activity observations within 7 calendar days or as approved.
  2. Provides technical support for and operational oversight of existing safeguards and security systems, including testing and maintenance of components and various exterior and interior intrusion detection systems.
    1. Documents results of observations and S&S assessments in ICAS or approved alternate means within 7 calendar days or as approved.
  3. Provides technical support for operational oversight of the implementation of new or modified security enhancements. Observes initial Performance Assurance Program testing of new S&S elements.
    1. Document results of assessment in ICAS or approved alternate means within 7 calendar days or as approved.
  4. Reviews and analyzes periodic False Alarm Rates / Nuisance Alarm Rates data provided by site contractor. Identifies trends and reports to the Federal SES Program Manager.
    1. Provides evaluation of contractor provided FAR/NAR data within 14 calendar days of receipt, or as approved.
  5. Assists Federal SES Program Manager to manage and oversee the RL Performance Assurance Program
    1. Provides comments, observations, or recommendations as applicable within 7 calendar days of oversight activity or as approved.

Technical Security
  1. Plans for, observes, and assesses contractor technical security programs, including TEMPEST, Technical Security Counter Measures, and Communications Security.
    1. Documents results of assessment in ICAS or approved alternate means as applicable within 7 calendar days or as approved.

Safeguards and Security Surveys
  1. Observes Performance Assurance Program testing of essential elements and components by Hanford contractors.
    1. Documents results of assessment in ICAS or approved alternate means as applicable within 7 calendar days or as approved.
  1. Develops or reviews proposed Lines of Inquiry for each evaluation and provides to program manager or supervisor prior to activity. Performs or assists with S&S Surveys using Lines of Inquiry in any of the subtopical elements.
    1. If conducting survey of particular subtropical elements, documents results of surveys/assessments in ICAS within 7 calendar days of activity or as approved.

Personnel Security
  1. Observes federal and contractor Personnel Security processes and performance for compliance with established standards, efficiency, and effectiveness. Makes recommendations on process improvements and resource requirements.

  1. Assists in oversight of DOE Personnel Security Support Contractor performance, resource needs, and budget requirements. Analyses future needs and provides recommendations to achieve program goals and requirements.

Emergency Management
  1. Observes contractor performance of EP program requirements to ensure compliance with Federal laws, DOE requirements, and the Hanford Emergency Management Plan.

  2. Reviews All-Hazards Surveys and Emergency Preparedness Hazards Assessments.

  3. Supports and oversees programs to assure that workers and members of the public are adequately protected.
    1. Provides input and recommendations as applicable according to scheduled due dates.
  4. Reviews onsite and offsite plans for compatibility. Provides input and advice in developing, negotiating, and managing agreements with applicable agencies.
    1. Provides comments, observations, or recommendations as applicable according to scheduled due dates.
  5. Evaluates tests of emergency plans, procedures and processes, including exercises, training, and readiness assurance activities.

  6. Reviews and evaluates annual Emergency Readiness Assurance Plan.

  7. Reviews corrective action plans; verifies and validates effectiveness of corrective actions.

Fire Operations
  1. Helps establish strategies and procedures for ensuring contractor implementation of plans for fire protection and emergency services activities.

  2. Validates contractor recommendations concerning equipment needs, staffing levels, and budgetary requirements.
    1. Provides comments, observations, or recommendations as applicable according to scheduled due dates.
  3. Assists in developing exercises, performance tests, and surveillances to validate fire operations capabilities.
    1. Provides input and recommendations as applicable according to scheduled due dates.

Compensation
Salary is commensurate with education and experience and may range between $110,000 to $280,000 annually.
