POSITION DESCRIPTION
COUNTY OF HAMILTON, INDIANA

POSITION: Survey Manager

DEPARTMENT: Surveyor

WORK SCHEDULE: 8:00 a.m. - 4:30 p.m., M-F

STATUS: Full-time

FLSA STATUS: Exempt

Incumbent serves as Survey Manager for the Surveyor, responsible for coordinating and conducting department surveying operations.

DUTIES:

Supervises and directs assigned personnel, including interviewing applicants, making hiring recommendations, planning/delegating work assignments, providing training and corrective instruction, evaluating performance, and maintaining discipline.

Schedules daily projects and serves as crew chief on survey crews, including assisting in carrying, setting up and operating global positioning system (GPS) equipment, and construction levels, and survey total station, and collecting data regarding monuments and/or drainage, such as angles, contours, points, and elevations.

Prepares legal descriptions, as built surveys, elevation certificates and computer aided drafting for drainage projects.

Responds to inquiries regarding monumentation and surveys, including researching/providing information on computer and on documents as requested.

Manages department surveying projects with other counties and private companies, including preparing R.F.P. for section corner replacement projects, GPS projects, aerial projects, monitoring costs, and ensuring projects adhere to schedule and standards.

Assists in perpetuating government survey monuments, including inspecting existing monuments, determining controlling points, preparing references and other documentation, and periodically assisting in moving monuments as needed.

Periodically reviews related plans for proper information and monumentation and inspects subdivisions for proper monumentation for bond release.

Assist other county departments with survey support such as the Hamilton County Cemetery Commission, Parks Department, Building and Grounds, Highway Department and Township Trustees.

Assists with plans, specifications, and as-built drawings for drainage projects as assigned, including preparing legal descriptions, surveying, calculating field notes, preparing drawings, entering survey data on computer and GIS database.

Periodically reviews design plans for proposed new roads and bridges, locating monuments, and scheduling and planning moving of monuments as needed.

Periodically serves as an expert or technical witness before any court, commission, or other tribunal.

Maintains and updates equipment and materials inventory.

Researches courthouse records for land deeds, Right of Way descriptions, easements, and covenants.

Consults with Surveyor to obtain information on departmental plans, priorities, scope and objectives of projects; assures orderly and timely completion of reviews of proposed subdivisions and commercial developments in regard to monumentation.

Assists in the preparation of the Annual Corner Perpetuation Program. Annually field checks all USGS, Harn, and other GPS points in the County.

Periodically assists other department personnel as needed or as assigned. Occasionally assists with answering telephone, taking messages or transferring to appropriate department or individual.

Attends annual job-related conferences, continuing education seminars, and distributes pertinent information to other survey personnel in the department.

Performs related duties as assigned.

I. JOB REQUIREMENTS:

Baccalaureate Degree in surveying, civil engineering, or equivalent combination of education and experience. Possession of certification as an Indiana registered professional land surveyor.

Thorough knowledge of and ability to make practical application of surveying and civil engineering principles and terminology, county geography, and applicable state code.

Ability to properly use surveying equipment, such as GPS equipment, construction levels, and survey total station.

Ability to perform advanced arithmetic calculations, such as calculus, algebra, trigonometry and geometry, and compile data, prepare survey and engineering drawings, and operate various office equipment, such as digital camera, computer, printer, plotter, calculator, fax machine, copier, telephone, and design software.

Ability to analyze read and interpret detailed prints, specifications, and various aerial and plat maps.

Working knowledge of standard English grammar, spelling and punctuation, and ability to effectively communicate orally and in writing with co-workers, other County departments, State and Federal agencies, engineering and surveying firms, contractors, regulating agencies, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.

Ability to safely use a jack hammer, shovels, and other tools and physically perform essential duties of the position.

Ability to understand and follow oral and written instructions, and appropriately respond to constructive criticism.

Ability to work alone and with others in a team environment with minimum supervision, and maintain appropriate, respectful interrelationships with co-workers.

Ability to competently serve the public with diplomacy and respect, including occasional encounters with irate/hostile persons.

Ability to comply with all employer/department personnel policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.

Ability to provide public access to or maintain confidentiality of department information/records according to state requirements.

Ability to work on several tasks at the same time, often under time pressure, and complete assignments effectively amidst frequent distractions and interruptions.

Ability to occasionally work extended, weekend and/or evening hours, and occasionally travel out of town for training, sometimes overnight.

Possession of a valid Indiana driver's license and demonstrated safe driving record.

As a result of the duties associated with this job, there is the potential of becoming exposed to blood borne pathogens and other potentially infectious diseases. To safeguard employees and eliminate the liability placed on Hamilton County, employees working in this position shall begin the three shot Hepatitis B vaccination and subsequent training within 10 days of their initial job assignment per OSHA 29 CFR 1910.1030(f)(2)(i). The initial and two subsequent vaccinations shall be administered by the Hamilton County Health Department and free of charge to the employee. If the employee has previously received the three shot Hepatitis B vaccination, official documentation must be provided to the supervisor identifying the dates in which each shot was appropriately administered. A Temporary Medical Declination may be made for a period of up to six months. A Declination form must be completed, outlining the medical reasons for the temporary declination and forwarded to the Safety & Risk Manager. Employees temporarily declining the vaccine are prohibited from performing any duties in which they may be exposed to a blood borne pathogen or other potentially infectious disease until they are able to begin/continue the series of vaccinations. Failure to comply will result in termination of employment.

II. DIFFICULTY OF WORK:

Incumbent's duties are somewhat restricted in scope, but are of substantial intricacy, involving many variables or considerations. Incumbent exercises independent judgment in applying federal, state, and local codes, department policies and procedures, and standard practices of the profession. Decisions made by Incumbent may expose the County to potential litigation.

III. RESPONSIBILITY:

Incumbent applies standardized department policies to various situations where desired results are clearly indicated. Incumbent receives general supervision, referring to supervisor unusual and/or unprecedented situations. Work is periodically reviewed for technical accuracy, effect of department goals and objectives, and compliance with legal requirements.

IV. PERSONAL WORK RELATIONSHIPS:

Incumbent maintains frequent contact with co-workers, other County departments and municipalities, State and Federal agencies, engineering and surveying firms, contractors, regulating agencies, and the public for purposes of exchanging and explaining information, and assisting in directing survey field crews.

Incumbent reports directly to Surveyor.

V. PHYSICAL EFFORT AND WORK ENVIRONMENT:

Incumbent performs duties in a standard office environment, outdoors, and in a vehicle, involving sitting and walking at will, sitting for long periods, walking/standing for long periods, walking on uneven terrain, pushing/pulling/lifting/carrying objects weighing more than 50 pounds, bending, reaching, crouching/kneeling, close and far vision, hearing communication, color and depth perception, keyboarding, speaking clearly, handling/grasping/fingering objects, and exposure to dust, dirt, hot/cold outdoor temperatures, inclement weather, heavy construction equipment, traffic, and occasionally working in confined areas, such as manholes and storm pipes.

Incumbent occasionally works extended, weekend and/or evening hours, and occasionally travels out of town for training, sometimes overnight.
