*OVERVIEW OF THE PROGRAM MANAGER:*
The Real Estate Development Program Manager plays a crucial role in CASA's development initiatives, including multi-family and single-family housing, and community facility projects. They guide CASA’s overall development strategy, overseeing real estate acquisition, team management, community engagement, public advocacy, grant writing and administration, and equity and inclusion efforts. The Program Manager directs activities throughout the project lifecycle, from predevelopment to lease-up, across diverse project types such as tax credit projects, bond financing, affordable housing preservation, rural development, farmworker housing, and community organizing. This comprehensive approach ensures CASA’s commitment to enhancing affordable housing opportunities and fostering inclusive community development practices.

*Location:* Sherwood, OR.
*Pay range: *$83,853 - $98,493 / year – DOE.


*ESSENTIAL DUTIES & RESPONSIBILITIES:*
* Identifies and collaborates with project sponsors such as housing authorities, nonprofit organizations, growers, and local governments to develop multi-family, single-family, and community facility projects effectively.
* Engages in community outreach regarding farmworker and affordable housing issues and guides stakeholders through the development process.
* Conducts feasibility analyses for proposed projects across various markets, including preparation of market studies as needed.
* Selects and evaluates project sites, obtaining necessary land use and environmental approvals.
* Assembles and oversees the development team, comprising project sponsors, architects, builders, property managers, lenders, and investors, and negotiates contract terms.
* Prepares and revises development and operating budgets, ensuring financial viability.
* Secures and manages project financing, encompassing local, state, and federal grants, conventional and subsidized loans, tax credits, private foundations, trusts, tax exemptions, and in-kind donations.
* Reviews and evaluates documents such as design plans, construction agreements, and finance documents.
* Supervises construction activities, attends inspections, and manages draw requests and change orders.
* Develops and monitors project timelines, ensuring adherence to deadlines and filing required reports.
* Conducts surveys among farmworkers in potential project areas to inform development strategies.
* Coordinates and facilitates conferences and meetings related to housing initiatives.
* Collaborates with housing specialists and other departments within CASA to support mutual goals, including fundraising efforts.
* Assists colleagues in coordinating project schedules and office operations as required.

*EDUCATION & EXPERIENCE:*
* BA/BS in planning, construction sciences, business, architecture or related field is preferred.
* 3+ years’ experience developing real estate and/or managing affordable housing and construction projects.
* *NOTE: *A combination of education/training/work experience demonstrating general qualifications for the position may be accepted in lieu of degree requirement.
* A thorough knowledge of and demonstrated experience in affordable housing development and finance.
* Experience working with low-income individuals, brokers, real estate investors, local sponsors. community representatives, lenders, and others involved in the development process.
* Ability to plan and manage multiple projects, budgets, and contracts and meet strict deadlines.
* Capacity to work independently and perform complex tasks with minimal supervision.
* *Excellent presentation and written communication skills, including grant writing.*

* A valid driver’s license and access to transportation.

*WORK ENVIRONMENT:*
* Work is in an indoor, office setting. May occasionally require meeting at or visiting project sites in various settings throughout the state.
* This position requires occasional travel both in the state and to training and/or conferences out of state, which may include day and evening work.
