Oneida Technical Solutions (OTS) is seeking a Project Transition Manager for a Department of Defense (DoD) enterprise IT project. This position will be responsible for managing the transition of multiple military bases from the incumbent contractor to the systems and services of the new vendor. This position will have responsibility for planning the delivery of software, hardware, and services by determining needs, assessing, and tracking system requirements, and project status. The Transition Manager is involved in identifying and tracking milestones, planning, allocating resources, and projecting and tracking costs and schedules. The identified candidate will have the capability to articulate vital project status to senior leadership, decision-makers, and stakeholders in the form of briefings and written reports.

Essential Functions of the Job:

  • Responsible for planning and overseeing the transition of incumbent enterprise information technology, mobility, land mobile radio, cellular, video teleconferencing (VTC) and audio-visual system to new vendor network. Provide strategic vision, key information necessary, support, operational expertise, test, and acceptance of solutions deployed into production. This includes activities related to both operational readiness, support documentation development, and testing and acceptance procedure checklists
  • Expertise in both commercial and Department of Defense enterprise IT topology, engineering, operations, management, and sustainment
  • Ensure service transition is planned and executed to schedule, budget and scope
  • Build transition plans that including infrastructure/application support models, change management, and under Information Technology Service management (ITSM) guidelines
  • Responsibility for coordinating implementation activities, providing effective team leadership, including information flow to and from multiple organizations during project work
  • Coordinate routine network evaluation, assessments, installations, and de-installations of multiple systems and associated hardware and/or software
  • Monitor the effectiveness of installations and ensure that appropriate recommendations for change are implemented
  • Assess, analyze, develop, document, and implement changes based on management and ITSM systems
  • Serve as liaison with military, business, and IT partners on release scheduling and communication of progress
  • Work with project manager to establish end-to-end project plan and approach
  • Contribute to business case and ROM estimates for complex projects
  • Promotes awareness of transition planning and support process and strategy

Analytical/Decision -Making Responsibilities:

  • Develop mastery of system architecture, process, principles, and practices
  • Ability to identify, escalate and manage project risks (that leads to mitigation)

Knowledge and Skills Requirements:

  • Experience in transitioning complex, multi-million-dollar IT projects that included personal accountability for scope, schedule, budget, risk, and resources
  • Excellent interpersonal, communication, and organizational skills
  • Ability to work and team effectively with military and commercial stake-holders, and management personnel on global and virtual level
  • Knowledge of service transition methodology, tools and templates
  • Track record of customer focus- based on openness, trust, and delivering on promised conditions
  • Enterprise IT background with experience across the systems development life-cycle, and experience in different project phases
  • Excellent written and verbal communication skills
  • Demonstrate continual personal development in IT methodologies, processes and standards for transition planning and support

Job Requirements:

Education:

  • A degree in Computer Science or a related discipline; or equivalent work experience

Experience:

  • 5 to 7 years in a corporate enterprise IT environment
  • 5 to 7 years in DoD enterprise IT environment
  • 3 to 5 years experience in transition project management or related technical field
  • Work experience in a professional services industry, preferred

Certification Requirements:

  • Project management certification is preferred (PMI/CAPM or PMP, PRINCE2)
  • Familiarity with ITIL v3 or v4 would be advantageous
  • Secret Clearance is required for this role
