Job Description

Employees in this class perform inmate detention, care, security, intake and release work in accordance with established policies and procedures. Work includes the observation and accompaniment of inmates inside the jail, serving meals, medical staff escort, related care and record keeping requirements. Employees must exercise independent initiative and judgement in making decision regarding inmates and their custody, with suicidal, violent, or mentally unstable tendencies, and in dealing with attorneys, families, and others. Work involves exercising tact, firmness, and decisiveness in handling routine and emergency situations. Employees are subject to hazards in law enforcement work including working inside a jail environment and exposure to various hazards such as dangerous persons, loud noises, and hazards such as cleaning chemicals, close quarters, and narrow passages. Work is also subject to the final OSHA standards on blood borne pathogens. Work is performed under regular supervision and is reviewed for adherence to regulations and procedures, accuracy of paperwork, adherence to schedules, and effective interpersonal skills and decision-making in dealing with inmates and coworkers. Starting pay is $21.04 per hour or DOQ

Examples of Job Duties

Processes incoming inmates, completes necessary intake paperwork, searches prisoners, obtains and secures inmates' personal property, assigns and escorts inmates to proper holding facilities, advises inmates of detention center rules and regulations.
Operates electronic doors to pods, in and out of facility and in and out of individual cells; observes video screens of all aspects of the detention facility for security issues.
Monitors inmates via video and in person for safety, security and potential suicides; oversees and ensures proper recreation time.
Serves meals to inmates; ensures compliance with allergy guidelines for individual inmates; changes out inmate's uniforms; escorts medical staff; counts inmates; passes out mail, canteen and property; conducts searches periodically for contraband materials; oversees inmate recreation.
Arranges contacts by visits or telephone calls between inmates and relatives, court officials, ministers, and attorneys; escorts inmates to video visitation.
Answers telephone and radio, inspects incoming and outgoing mail.
Accompanies nurses to distribute medications; distributes personal hygiene items, meals, linens, clothing, mail, and other items to inmates; checks on intoxicated and other inmates in special medical or mental conditions.
Prepares inmates for court.
Supervises inmates in the cleaning of cells, cleaning of kitchens, office areas, clothes, and linens.
Maintains accurate and detailed records on work and inmate activities.
Transports inmates to court, other detention facilities, medical and mental health treatment, and other trips if necessary.
Provides canteen and meets other needs.

Knowledge, Skills, and Abilities

Working knowledge of federal, state, and local laws and regulations pertaining to inmate
sentencing, pre-trial conditions and release.
Working knowledge of policies and procedures covering inmate security, classification, care, and discipline.
Working knowledge of the application and use of information technology to the work.
Working knowledge of the practices, materials and equipment used in cleaning and maintaining buildings and equipment.
Knowledge of gang tattoos and ability to identify and separate members from gangs that are potentially antagonistic toward each other.
Skill in collaborative conflict resolution and de-escalation tactics.
Ability to exercise sound judgement in routine and emergency situations and solve day to day problems effectively.
Ability to deal with irate and unpredictable behavior, physical altercations and mental health issues safely.
Ability to work in a hazardous and confining environment.
Ability to deal tactfully and firmly with inmates, law enforcement personnel, attorneys, family members and the general public.
Ability to prepare and maintain accurate records manually and in a computerized environment.
Ability to establish and maintain effective work relationships with the supervisors, other employees, law enforcement and court personnel, and the general public
Qualifications

Graduation from high school.

Special Requirement
Compliance with minimum standards for training and certification as set by the state of North Carolina for detention center personnel.

STANLY COUNTY BENEFITS (Full-time Employees)

Employees accrue sick and vacation time each paycheck.

Stanly County observes twelve (12) holidays. New Year's Day, Martin Luther King Jr. Birthday, Good Friday, Memorial Day, Independence Day, Labor Day, Veteran's Day, Thanksgiving (Thursday and Friday), Christmas (3 days).

Employees receive one (1) personal day per year.

INSURANCE BENEFITS :
Stanly County provides health & vision insurance with Blue Cross and Blue Shield of North Carolina. Our plan is a PPO, 80/20, with a $1000 deductible. Teledoc is offered through our insurance for a $10 co-pay per visit. Primary care visit is a $40 co-payment. Specialist is $50 co-pay. One free eye exam per year. The insurance coverage is FREE to full-time employees.

Dental Coverage is with Guardian dental insurance and is FREE to full-time employees.

Other volunteer insurance benefits include: Flexible Spending Program, Life Insurance, Cancer, Accident, and Disability policies.

Stanly County offers an employee health clinic. Our on-site Advance Practice Provider will see employees and dependents covered on our county insurance plan free of charge. This service does not replace your primary healthcare providers but augments their care.

As a wellness benefit, employees have the option of joining the Stanly County YMCA. The County will pay half of the employee's membership.

Employee Assistant Program is offered through Atrium Health. Each employee will receive up to six (6) free sessions on a rolling year. Dependent children and/or spouse may also use the sessions.

RETIREMENT :
Stanly County Employees will be a member of the N. C. Local Government Employees' Retirement System. Stanly County is required to withhold six percent (6%) from each paycheck and deposit it into the retirement system. The County also contributes to the plan. You are vested at five years as a contributing member. After one year of contributing membership in the system, a death benefit is available if you die while still in active service or within 180 days of your last day of service.

NC 401(k) (Supplemental Retirement Plan):
Employees can contribute to the Empower 401(k) plan upon hire. If the employee contributes at least one percent (1%), Stanly County will match one percent (1%).
Additionally, employees may make additional contributions through the following options: 457 Deferred Compensation Plan and Roth Plan Option.

LONGEVITY:
Longevity pay is earned after three (3) years of continuous Local Government retirement benefited service working with Stanly County government.
