Subject Matter Expert

Brief Overview of Position: Strategic Operational Solutions (STOPSO) is seeking candidates for a Subject Matter Expert role to support a DHS client where we are focused on delivering innovative operations and solutions through proven successful methods. We support the Government as it requires vetting support from experienced experts in the analytical practices of vetting, open source analysis, identity resolution, and counterterrorism. Description of Duties: Provide on-site support to participate in daily operations, ensuring continuous collaboration with the I&A/NTVC staff and EVADE leadership. Provide a sustained, on-site presence capable of accepting and managing day-to-day taskings as part of the team; routine telework is available once a candidate understands overall task order requirements. Participate in EVADE establishment activities, security threat assessments, and other vetting activities as needed. Facilitate reach-back to subject matter expertise within the contractor's corporate knowledge base as needed. Possess more than eight (8) years of experience in the following areas: Expertise with information technology tools analyzing the deep web to determine transportation links. All source intelligence analysis and writing in accordance with Intelligence Community Directives and standards. Non-attribution and mis-attribution concepts and techniques to provide operational security (OPSEC). The government watchlisting process to include TIDE, the Terrorist Screening Dataset (TSDS), and DHS Watchlisting mechanisms such as the Watchlisting Framework (WLF). Big data analytics to include the ability to perform network analysis. Ability to perform team lead/program management related duties such as tasking and summarization of work into material for executives and senior leaders. Expert knowledge with identity resolution concepts and techniques. Expertise with vetting and security threat assessments of insider threats. Expertise in publicly available social media, the deep web, and other non-conventional data sources. Ability to independently produce written assessments, graphic representations (in Analyst's Notebook or like capability) of findings, source documentation, and summary briefings in response to tasking. Understanding of laws, authorities, key policies and procedures, as well as the privacy and intelligence oversight authorities and procedures. Proven ability to work effectively with personnel at all levels in a team environment and develop solutions to complex problems. Education, Experience, and Security Requirements: Bachelor's degree required; Master's Degree preferred. A candidate with an active Top Secret clearance. Ability to obtain and maintain a DHS Suitability. Exceptional communication (verbal and written) and presentation skills. Excellent analytical, organizational, and time management skills. Written and verbal communication skills, to include presentation development for senior ranking Government officials. Experience and comfort working through problems with unclear outcomes, creative thinking and problem solving, with an orientation toward results. #J-18808-Ljbffr
