Product Manager

to join our team at

Massachusetts Digital Service ("Mass Digital") . We need a collaborative product leader and holistic system thinker who thrives on working through ambiguity to deliver people centered solutions and experiences in highly complex environments. In this full-time contract role, youll help deliver accessible, seamless, simple, and secure digital experiences that adapt to a persons needs, so that every time they engage with any part of their government, they're getting the most and best of the Commonwealth.

Youll play a critical role in leading one of the key initiatives within the Commonwealth Digital Roadmap: enabling omni-channel constituent engagement and communications.

Youll define a cohesive strategy and roadmap for helping constituents seamlessly and successfully engage across channels and touchpoints as needed to communicate, exchange information, answer questions, and get help navigating state services. And lead cross-functional teams to deliver against that roadmap using agile methodologies and modern software development practices. This position is a

full-time contract opportunity .The work schedule for this position is

Monday through Friday, 9:00AM to 5:00PM EST,

in a

hybrid remote

arrangement with 2-4 days per month spent at the primary work location:

What youll do: Define and own a cohesive product vision and roadmap for the omni-channel constituent engagement and communications portfolio, which today includes a chatbot, live chat and SMS capabilities. Lead delivery against that roadmap and ensure all members of the Mass Digital and partner delivery teams have a shared understanding of objectives, goals, and metrics. Analyze market demand and market fit, do competitive analysis, and guide build vs. buy or reuse approaches. Identify and proactively monitor and address product risks. Develop a communications strategy supporting product goals. Lead a cross-functional team of researchers, designers, and engineers to ensure the right product is delivered to the right audience. Work with the team to set and meet quality standards for any product you build. Use evidence (user research, analytics, and other metrics) to make product decisions, ask why a lot, and recognize the difference between we cant do that because of bureaucracy and we cant do that because of the law. Energize and motivate the team by recognizing successes and learning from failures. Ensure your product complies with state and federal regulations including Section 508. Help build institutional expertise around product management and mature our product management practice by contributing best practices and facilitating learning and collaboration. What were looking for: 7+ years of experience as a Product Manager leading the development, delivery or integration of highly complex digital products or services. 3+ years of experience in government environments or similarly complex service and organizational environments. Experience leading product development involving end-user communications and engagement technologies. Experience running and/or shipping custom consumer web applications and applications leveraging commercially available technology. Enthusiastic about solving problems facing public-sector agencies and promoting equitable access to public services using modern technology, design, and research practices. Extremely strong communication, facilitation, consulting, and organizational navigation skills. Ability to generate very strong product strategies and roadmaps and build buy-in across teams, our agency partners, and vendors. Strong bias towards action and ability to step up into ambiguous situations to structure a teams direction. Ability to execute with incomplete information and create order from divergent needs. Ability to identify market trends and shifts that will affect product direction, and updating plans based on future expectations. An adaptive, empathetic, collaborative, and positive mindset. Massachusetts Digital Service (Mass Digital) , a division of EOTSS, partners with organizations across state government to transform how residents, visitors, businesses, and government agencies interact with the Commonwealth. Mass Digital has established its track record of delivery through recent work with the Department of Family and Medical Leave (DFML) and during the COVID-19 pandemic. We helped DFML launch the Commonwealths first digitally native service, Paid Family and Medical Leave and PaidLeave.mass.gov. During the pandemic, we supported the Department of Unemployment Assistance in expanding their capacity to process unemployment claims in multiple languages and designed content for rapidly evolving pandemic unemployment benefits. We also supported the Department of Public Health and Command Center in launching and operating the states vaccine preregistration system. Weve now turned our attention to implementing a vision of statewide digital experiences that are more accessible, inclusive, streamlined, and secure: the Commonwealth Digital Roadmap. Our roadmap calls for transforming state services so that they meet the diverse needs of the people we serve. Well achieve this through initiatives to create a single identity and profile for users of Commonwealth services, expand and harmonize channels of communication, and improve peoples holistic journeys and integrated experiences across different state services. We are designing and developing new products and services, establishing new policies and standards, and building capacity within agencies.
