Functional Business Analyst
Minneapolis, MN (Hybrid 1 day onsite)
The Treasury Services (TS) Department serves as fiscal agent for the US Treasury's Bureau of the Fiscal Service supporting the Retail Program. Our department provides and supports various services related to the issuing and redemption of US savings bonds and marketable securities. This position provides analytical and project management support for the department.
  • Participates in projects and performs intermediate analytical tasks in support of Department, Bank, FRS and/or federal agency initiatives.
  • Participates in Department, Bank, FRS and/or federal agency project teams and work groups.
  • Completes special assignments, studies, and analysis.
  • Analyzes business functions and operational process improvements and/or enhancements.
  • Tests, trains, and completes implementations, which may include coordinating activities such as developing plans, completing risk assessments, assigning tasks, monitoring and reporting progress, and preparing necessary communications.
  • Provides intermediate analytic support to Department liaisons for Department, Bank, FRS and/or federal agency staff and management in resolving moderately complex operational and business issues.
  • Escalates difficult and complex questions or problems to other analysts or management.
  • Assists in preparing and/or revising communications, including proposals, reports, and presentations for all levels of management.
  • Learn and support department automation and associated technology systems. Respond to user/management requests for information, including developing ad-hoc reports and queries from applications, databases, and/or management information systems.
  • Develops and revises procedures, defines processes, and delivers training to users and staff. Monitors and verifies compliance with applicable new and existing policies, procedures, and standards.
  • Responsible for executing the onboarding/offboarding of resources within Treasury Services. They will coordinate all activities with MPLS HRI, Fiscal Service ISSR Team, Law Enforcement, Identity & Access Management to ensure that Business Support meets all compliance and timeline requirements when onboarding/offboarding employees, contractors, and third-party vendor resources. Develop and/or enhance processes and procedures as needed
Deliverables:
  • Execute the onboarding and/or offboarding of TRS employees/contractors and 3rd party vendor resources
  • Develop/enhance processes/procedures for onboarding/offboarding. Ensure all required compliance documents are properly signed and tracked prior the provisioning of any system access.
  • This position provides support for the Treasury fiscal agency functions, is risk rated MEDIUM, and as such requires the incumbent be a U.S. citizen or lawful permanent resident alien with at least three years of legal residency in any visa category.
  • Bachelor's degree in business or a related field, preferred. 3 years of direct work-related experience or equivalent combination of related higher education and experience.
  • PC proficient. Proficient in MS Excel, SharePoint, MS Word, PowerPoint, Visio, and MS Project.
