The Department for Aging and Rehabilitative Services (DARS) aspires to improve the employment, quality of life, security, and independence of older Virginians, Virginians with disabilities, and their families. As a member of the DARS General Services Department, this position supports the DARS mission in the attainment of quality financial management, logistics/fleet management, safety, lease management, procurement, and facilities management services.

We are seeking an Assistant Procurement Manager. The incumbent will play a key role in enhancing procurement practices to identify and improve procurement cycle times, ensuring compliance, and contributing to the overall success and efficiency of the procurement function.
This position will lead and mentor a team of four Senior Buyers in managing the procurement of complex and technical goods and services for six Disability Services Agencies (DARS, DBVI, VBPD, VDDHH, VRCBVI, and WWRC). This role requires routine meetings and consistent interactions to collaborate with division leaders and end users to support the mission of the Disability Services Agencies (DSA). Additionally, this position will be pivotal in promoting, explaining, and ensuring procurement activities are completed in accordance with Department and State policies and procedures.
This position will report to the DSA Procurement Manager and involves supervising the team, handling complex and technical procurements, and continuously improving procurement processes.
Minimum Qualifications:
The ideal candidate will have:
  • Current Virginia Contracting Officer (VCO) certification or ability to obtain Virginia Contracting Associate (VCA) within one year of hire and VCO within two year(s) of hire. (See for more information on VCA and VCO certification process).
Knowledge/Experience:
  • Experience supervising others.
  • Considerable knowledge and experience with grants, the Virginia Public Procurement Act (VPPA), the Agency Procurement and Surplus Property Manual (APSPM), VITA Buy-IT Manual, or similar procurement laws and regulation experience.
  • Proficient in the use of procurement and contract management systems and Microsoft Office Suite applications.
Skills/Abilities-
  • Excellent negotiation, communication, and analytical skills.
  • Ability to manage multiple complex procurements.
Additional Considerations:
  • Training and/or experience in public or business administration or related curriculum. Certification as a Certified Public Purchasing Officer (CPPO) or a Certified Purchasing Manager (CPM).
