IT Project Manager

Job Description

  • Consults with management and reviews project proposals to determine project goals, time frames, funding limitations, procedures for accomplishing project, staffing requirements and allotments of resources;
  • Designs, develops and implements project plan, including specifying goals, strategy, identification of risk and contingency plans;
  • Manages and motivates managerial, professional, IT and department staff on a matrix basis to ensure project goals are met; coordinates and schedule staff assignments; formulates and defines technical scope and objectives of projects; identifies and schedules project deliverables, milestones and required tasks; establishes standards and procedures for project reporting and documentation;
  • Develops and maintains technical and project documentation; coordinates and responds to request for changes from original specifications;
  • Develops quality assurance test plans and directs quality assurance testing to ensure all systems components are working properly and all data is being effectively transmitted via system interfaces before go-live dates; conducts periodic project status meetings,
  • Prepares status reports and keeps management, clients and other informed of project progress and problems, particularly as to needed changes in schedule, resources, or products;

Role and Responsibilities

  • Develops project budgets, including planning and projecting costs for UCHC personnel, system vendors’ travel and expenses, and cost for other outside consultants or vendors whose services are required; manages third party vendors to ensure all contractual obligations are met and all vendor project deliverables are achieved in accordance with agreed-upon timeframes;
  • Monitors results against budget and takes corrective actions necessary to ensure budget is not exceeded; establishes training plans and ensures staff receive appropriate, comprehensive training on system functionalities; recommends and directs implementation of changes in workflow,

Procedures and job functions to maximize effectiveness and efficiency and transform operations in conjunction with system implementations; ensures minimal disruption of current systems by good coordination and effective project output integration with existing systems;

  • Consults with project personnel and provides required technical direction and resolve problems;
  • Assist in the evaluation of and monitoring of staff skills and staffing levels; assist in the development of policies and procedures relating to project;
  • Acts as liaison with other operating units, agencies and outside officials.

Qualifications and Requirements:

  • Eight (8) years’ experience directing large scale systems projects through all phases of the project life cycle with at least three (3) years’ experience in the areas as specified (e.g., 3 years working as a developer with rational unified model methodology and/or experience with microsoft.net framework).
  • Extensive knowledge of hardware/software technologies used within applicable area, programming languages, database technologies, screen design and navigation, system interfaces, portal technology and system development tools, network and communication protocols; strong project management skills;
  • Skilled in Microsoft project; extensive knowledge of project management principles and practices; excellent leadership and management ability to manage and motivate a diverse group within a matrix reporting relationship through lengthy, complex development effort; considerable interpersonal skills;
  • Ability to communicate effectively (oral and written); planning and control skills; negotiation skills and experience;
  • Considerable analytical and interpretive skills to evaluate complex business and technical issues and identify innovative solutions;
  • Excellent problem-solving skills; vendor management experience; excellent customer service skills;
  • Supervisory ability; broadly focused and able to manage multiple efforts concurrently.

Preferred Skills:

  • PMP Certification and Epic experience preferred. Hybrid work environment (two days per week onsite), but full remote is possible dependent on candidate.
