The Department of Technology, Management and Budget supports the business operations of state agencies through a variety of services, including building management and maintenance, information technology, centralized contracting and procurement, budget and financial management, space planning and leasing, construction management, motor vehicle fleet operations, and oversight of the state retirement systems. This position is with Agency Services area of DTMB. This position functions as an Application Developer Specialist for Behavioral and Physical Health and Aging Services Administration (BPHASA) Division applications supporting the Michigan Department of Health and Human Services (DHHS). This position performs a complete range of information system assignments including, but not limited to, designing, developing, testing, on-going enhancements and documentation of technical architecture, software, database and security solutions that support agency systems. This position evaluates and informs DTMB management and supported client agency of impact and risks, including disaster recovery planning, to existing IT solutions due to proposed legislation, enhancement requests, or changes in governmental processes or procedures. Actively participate in the development and implementation of assigned client agency's IT strategic direction/plan. The individual in this position works as a member of an Agile development team with a focus on developing and maintaining Oracle Forms and Java applications, relational databases and SQL to support the web-based applications. The Application developer specialist is also involved in mentoring, coaching, coordinating, and consulting with fellow developers, vendors, and other teams that interface with the BPHASA applications. SIGNING BONUS: This position may be eligible for a sign-on bonus up to $2,500. Up to $1,250 to be paid upon new hire and the remainder to be paid after satisfactory completion of the initial probationary period (12-month period). This does not apply to current state employees. Experience Information Technology Specialist 14 Three years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12. Alternate Education and Experience An associate's degree with 16 semester (24 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, mathematics or equivalent; and at least two years of experience as an application programmer, computer operator, or information technology technician and four years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.
