The Business Analyst leads the effort to analyze, determine needs and/or best processes to design and implement an overall IT and cyber security system to support the PPPO Federal office that makes the most effective use of money, materials, equipment, and human resources. The Business Analyst works with the user community to drive out application needs and convert to application requirements so that the PPPO IT team builds the right product and addresses goals and objectives as set by leadership. Duties and Knowledge The IT Business Analyst leads the analytical effort to derive system needs and supports the IT manager in design, testing, and oversight for all related activities to support the PPPO Federal IT infrastructure. Collaborate with team members to understand organizational and operational challenges Interface with business teams, system owners, and process owners to lead the capturing and developing of User Stories to improve business processes/workflows Lead the liaison efforts between the IT Team and customers to bridge the communication gap and ensure solutions are delivered that meet the customers current needs Participate and lead Scrum meetings ensuring timely delivery of iterative solutions deployed to an operational environment Keep up to date on the latest applications of information technology Implement new IT operations into the company from the initial idea through project completion Draft statistical reports that assist decision-makers in choosing the right programs Manage technical difficulties, working with developers when necessary

The IT Business Analyst provides senior level and workload support for the following tasks: Analyzing system needs and providing input to the IT Strategic Plan annually and developing the IT and Cyber Spend Plan and obtaining COR and CO approval; Provide support to the IT Program Manager for acquisition, installation, configuration, and testing of all necessary hardware and software; Perform IT system overview and analysis and determine best actions to optimize performance, reliability, and availability of the PPPO network infrastructure and shared resources; Lead the effort to test, implement and support COTS or Government- or contractor-developed software/application on the PPPO network; Support acquisition, installation, configuration, and testing of all necessary Database platforms and optimize the performance , reliability and availability of PPPO Infrastructure Databases; Producing whitepapers and providing recommendations to the PPPO management on pertinent technical and non-technical IT and Cyber security-related opportunities to support efficiency gains and reduce costs.

Education:

Bachelor’s degree in computer science or IT related subject matter area from an accredited college or university and ten years of experience in an IT related position OR have fifteen years of experience in software development or systems engineering

Experience

Expert knowledge using Visio or other process/workflow development tools to produce quality level documentation to support development efforts. Expert at interfacing with clients to develop and document their current challenges and producing solutions, to include process maps, workflows, and requirements to solve these challenges

License, Cert or Registration

Current drivers’ license Proof of U.S. citizenship This position requires the ability to obtain a government clearance. This position may require reviews and test for absence of any illegal drugs along with a background investigation by the Federal government in order to obtain an access authorization prior to employment, and subsequent reinvestigations may be required. Preferred Qualifications: Ability to review computer system capabilities, workflow, and scheduling limitations to determine if requested program addition or program change is possible within existing systems.

Knowledge of requirements analysis, use cases, or test methods
