The Finance Manager for the Health Department ensures accurate accounting of County funds and provides oversight to Health Department revenue collection to support the Sedgwick County Health Department (SCHD) in their mission to prevent disease, promote wellness, and protect the public from health threats. The Finance Manager ensures compliance with department policies and procedures. Oversees planning and management of programs and services within the Health Department, which include Financial Management, Contract Management and Grant reporting. This position is also a key member of the Leadership Team of the Health Department.

Provide leadership in the general Financial Management for the Health Department.
Ensure program performance, growth, effectiveness, and efficiency.
Oversee and/or act as an all Health Department budget developments and management.
Monitor all grant reporting and management.
Ensure Health Department staff comply with financial and purchasing policies and procedures.
Ensure Health Department contracts are current.
Ensure all agenda items are processed for approval.
Review all health department program budgets and ensure appropriate and timely expenditures.
Ensure all Health Department positions are funded appropriately.
Oversee Health Department Billing operations, including supervision of Patient Billing Representative team.
Oversee Health Department Accounts Receivable.
Collaborate with County Division of Finance to ensure success of Health Department’s financial management.

Participate in the ongoing process of departmental strategic planning and community health improvement.
Member of the Health Department’s Leadership Team.
Lead and or assist with a quality improvement process within the agency.
Collaborate with state agencies and regional county health departments toward common public health goals.
Actively participate in meetings and projects with internal and external partners.

Minimum Qualifications: Bachelor’s degree in Finance, Business or Public Administration, or related field. Two years’ experience preparing and analyzing financial or grant reports. One year of accounting experience. Per Sedgwick County Policy, this is a driving level position that requires a valid US driver’s license without restrictions and current proof of automobile insurance. Must complete Federal Emergency Management Administration (FEMA) IS 100, 200, 700, and 800 courses within 30 days of employment.

Preferred Qualifications: Three years’ experience preparing and analyzing financial or grant reports, experience and three years management/supervisory experience. Two years of experience in accounting. Master’s degree in Public Administration, MBA, or related field.
