POSITION DESCRIPTION: Develops and manages Public Information programs and oversees public awareness matters for District Five projects. Reviews, edits, and approves news releases, brochures, newsletters, and other related materials. Meets regularly with consultants by teleconference and conducts on-site project visits to solve problems. Assists in coordinating special events, press conferences, projects, sets up meetings and other office functions. Works with staff within the office, including identifying work priorities and assignments, maintaining work schedules, motivating employees, ensuring that equipment and training is available, as needed. Directs District Five external communication tools including social media platforms. Coordinates with staff in preparing responses and communicating to the Director’s attention any items that cannot be handled by other staff directly and indicate time limitations or importance of same. Fields calls from media outlets and tracks/monitors new stories related to transportation issues. Sends and responds to email, telephone messages, and other requests in addition to updating responses in Just FOIA (Freedom of Information Act). Serves as back-up media spokesperson for District Five. Responds to media and public inquiries, which includes serving as the media contact and giving interviews. Researches, writes, edits and disseminates information concerning District Five planning, production and operations to print and broadcast media. Maintains proactive story calendar and manages work. Assists the Public Information Director in the overall management of the District Five message to ensure a coordinated and consistent message within the district’s communications programs. Manages the Communications contracts and budget for the District Five Public Information Office. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of the working media. Skilled in the use of personal computer and Microsoft Office Word, Excel and Outlook, PowerPoint, SharePoint and electronic email. Ability to utilize problem-solving techniques. Skilled in making oral presentations. Ability to translate technical information into presentation mediums for ease of comprehension; communicate effectively orally and in writing; deal effectively with the news media; establish and Maintain effective working relationships with others; lead a team; administer and manage multiple projects; organize, coordinate and determine work priorities to ensure proper completion of assignments to meet deadlines; exercise good judgement; Ability to work independently. MINIMUM QUALIFICATIONS: A bachelor’s degree from an accredited college or university and three years of professional experience in news reporting, editing, public relations, public information, advertising, marketing, mass communications or journalism. A master's degree from an accredited college or university in communications or English can substitute for one year of the required experience. Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required college education.
