SUPERVISOR : Head Start Director

SUPERVISES : County Center-Based HS Staff

EXEMPTION STATUS: Exempt

POSITION SUMMARY: This position is responsible for planning, organizing and directing the county Head Start center-based program and reporting directly to the Head Start Director. Manager is responsible for the development of the county centers, including but not limited to, recruiting, employment, training, evaluation, direction and administration. Manager will coordinate programming with the Head Start Director and serve as Head Start liaison to the community. Collaborate with Coordinators to insure an integrated balance of Head Start services as per the program work plans to meet Head Start Performance Standards. Additionally, must have knowledge of and support the Agency’s mission, vision and code of ethics and strategic plan for helping people, changing lives. No overtime may be worked without prior authorization. Overtime must be approved in advance by the Head Start Director. Must comply with drug and alcohol-free workplace policy. Position contingent upon continued program funding. Hiring subject to Policy Council approval. Head Start parents will be given preference.


DUTIES AND RESPONSIBILITIES ESSENTIAL:

  • Responsible for the day to day operations of the county Head Start centers.
  • Assure compliance with all approved Head Start program requirements and regulations on local, state and federal levels.
  • Recruit, monitor and review staff to ensure quality educational programming.
  • Monitor and approve center expenditures.
  • Responsible to generate, track, and submit in-kind (non-federal share).
  • Recruit eligible children for the program and support Family Service staff in developing strong parent involvement.
  • Monitor, gather and collate data for Head Start programs for evaluation and assessment.
  • Work with coordinators to provide quality services to children and families and to ensure on-going training and input for staff development and evaluation.
  • Be able to effectively implement and maintain team approach.
  • Attend staff meetings, workshops, and in-service training provided by the agency.
  • Support the ECKAN code of ethical conduct.
  • Maintain confidentiality of all agency information.
  • Maintain accurate and up to date records per policies and procedures.
  • Perform other duties as assigned.
  • Promote good public relations by serving on boards, committees, and participate in community activities.
Requirements:

QUALIFICATIONS ESSENTIAL:

  • Bachelors Degree in Early Childhood Education, Family Studies and/or equivalent work experience.
  • Minimum three years of progressively responsible supervisory/management positions including experience working with boards and advisory committees. (Previous Head Start experience preferred).
  • Must possess a general knowledge of Head Start, Child Care programs, and state and federal agency regulations
  • Knowledgeable of Child Care licensing and Head Start Performance Standards.
  • Computer skills (knowledge of common software packages, MS office, Windows, e-mail, etc.)
  • Knowledge of contractual relationships
  • Must possess a valid Kansas Driver’s license.
  • Be able to pass required KBI, background and health tests.
  • Good written and oral communication skills.
  • Must be able to participate in daily kneeling, stooping, bending and sitting on the floor, and occasionally lifting up to 40 pounds.
  • Possess a valid driver’s license and comply with ECKAN insurance standards, as applicable.
  • General office and computer skills.
