Advanced Cost Analyst

ECS is seeking an <b>Advanced Cost Analyst </b>to work in our <b>Dahlgren, VA (Mostly remote with occasional on-site support) </b>office. <br> <br> <b>Job Description:</b> <br> <br>ECS seeks an Advanced Cost Analyst to support the Missile Defense Agency in Dahlgren, VA. The position will be mostly remote with occasional on-site support in Dahlgren, VA. The successful candidate will:<br> <ul> <li>Assist in execution of DoD Business Operations for complex weapon systems.</li> <li>Have the ability to work within a team to resolve issues and present solutions to senior leadership.</li> <li>Conduct Cost Estimating and Modeling. </li> <li>Cost Estimating Methods.</li> <li>Parametric Estimating.</li> <li>Cost Estimating Relationship (CER).</li> <li>Learning Curve Theory.</li> <li>Work Breakdown Structure- ACEIT / COSTAT.</li> <li>Develop cost models and incorporating cost risk analysis.</li> <li>Prepare estimates for changes in technical and/or funding baselines.</li> <li>Prepare independent government cost estimates for Acquisition Strategy Panels.</li> <li>Develop IGCEs for contract proposal and negotiation support.</li> <li>Develop IGCEs for Inter/Intra-Agency Acquisition Requirements.</li> <li>Develop and update program office Lifecycle Cost Estimates (LCCEs).</li> <li>Participate in CARD recommendations and engage in reviews of cost models and data accuracy and adequacy both internally and with OSD CAPE.</li> <li>Conduct Cost Analysis. </li> <li>Coordinate information with programs and functional areas. </li> <li>Inflation.</li> <li>Conduct data normalization, statistical analysis and empirical analyses using applicable databases.</li> <li>Regression Analysis (OLS).</li> <li>Monte Carlo Simulation.</li> <li>Sensitivity Analysis.</li> <li>Prepare and provide Analyses of Alternatives, Business Case Analyses, and mid-term and far-term architecture planning studie.</li> <li>Conduct Cost Data Analysis and Collection. </li> <li>Develop initial cost data collection plans and validation methods for earned value and other contractor cost data reporting requirements.</li> <li>Develop and maintain cost policy process improvements.</li> <li>Develop and maintain Government owned cost databases.</li> <li>Prepare and participate in cost scenario reviews.</li> <li>Prepare unit cost data for Congressionally required reports. </li> <li>Conduct Affordability Analyses. </li> <li>Assist in the preparation of prioritized requirements lists and their justification.</li> <li>Participate in affordability reviews providing the data's basis and to identify potential trade-offs, providing impact and assessing alternatives.</li> <li>Provide the cost estimates to support agency budget submissions and acquisition baseline documents.</li> </ul>Salary Range: $120,000-$172,000<br> <br>General Description of Benefits<br> <br> <b>Required Skills:</b> <br> <ul> <li> <b>Active DoD Secret Security Clearance or the ability to obtain a clearance.</b></li> <li> <b>BS/BA and 10+ years of applicable cost estimating experience.</b></li> <li> <b>MS/MA in a related field and 7+ years of applicable cost estimating experience.</b></li> <li>Proficient with MS Excel, PowerPoint, and Word.</li> </ul> <br> <b>Desired Skills:</b> <br> <ul> <li> <b>BS/BA in a related field.</b></li> <li> <b>MS Degree in Mathematics, Engineering, Finance or related field.</b></li> <li>Proficiency with the Automated Cost Estimating Integrated Tool (ACEIT).</li> </ul> <br>ECS is an equal opportunity employer and does not discriminate or allow discrimination on the basis of race, color, religion, sex, age, sexual orientation, gender identity or expression, national origin, ancestry, citizenship, genetic information, registered domestic partner status, marital status, status as a crime victim, disability, protected veteran status, or any other characteristic protected by law.
